HomeMy WebLinkAbout03-01-05 CITY OF SANTA ANA PARK DEVELOPMENT, RECREATION PROGRAMS & EDUCATION PARTNERSHIPS CITY COUNCIL COMMITTEE March 1, 2005 MINUTES The meeting was convened at 5 :55 p.m. in the City Hall, Room 831. The following Council Members were present: Jose Solorio Mike Garcia Claudia Alvarez (arrived 6:15pm) Staffs present were: Gerardo Mouet, Exec. Director PRCSA Mike Vigliotta, Deputy City Attorney Ron Qno, Park Administrative Services Manager, PRCSA Mike Lopez, Park Superintendent Lorraine Lazarine-McCarty, Community Services Manager Suzi Furjanic, Associate Park Planner Guest present: Pedro Magallon (SA YSA) 1. APPROVAL OF MINUTES ACTION ITEM: Minutes of January 4, 2005, meeting were approved as submitted. 2. YOUTH SOCCER PLAYER DEVELOPMENT Staff presented a proposal to enter into an agreement with a non-profit organization, directed by David Zimmerman, to develop a Youth Soccer Player Development Program in Santa Ana. Talented Santa Ana youth soccer players, girls and boys will compete in the Santa Ana Soccer Academy, partly sponsored by the non-profit organization. Ninety-five percent of the participants will be from Santa Ana. The average cost for a non-sponsored youth player to participate is approximately $2,000 per season. The program will include training/coaching, equipment, and use of Santa Ana Soccer fields, along with an educational component to insure youth participants develop educational success to enter college. An advisory board will be set-up to secure sponsorship dollars or in- kind donations for the program. Pedro Magallon (SA YSA) expressed interest in the program. Staff indicated David Zimmerman did not have exclusivity in the program. City Council Committee on I Park Dev., Recreation Programs & Education Partnership - Minutes March 1,2005 3. ATHLETIC FIELD RESERVATION UPDATE Staff presented an update of the Athletic Reservation System developed by Parks, Recreation and Community Services Agency. The Athletic Field Reservation System was developed to ensure residents are able to enjoy green athletic fields, free of conflicts and/or other distractions. Forty-one sports organizations were required to submit their rosters to the city by March I, 2005, in order to obtain permits for use of Santa Ana Athletic fields. The sports organizations included youth and adult soccer leagues, baseball leagues, fast pitch softball and youth football. As of this date, approximately 80 percent organizations have complied. 4. PROGRAM/CAPITAL GRANT UPDATE Staff presented a list of park improvement grants/projects that were approved this fiscal year along with a list of projects in which grant applications were submitted and are pending review by the organization. The majority of the projects funded and implemented by the Parks, Recreation and Community Services Agency totally rely on grant assistance and other matching funds. Over $4.5 million in projects is currently being requested for grant assistance that is pending review by the State or Foundations. ACTION ITEM: Requested update on Capital unfunded projects. 5. MOTHER'S DAY EVENT The fourth annual Mother's Day Celebration will be held on Saturday, May 7, 2005; from 5 to 9 p.m. at the Santa Ana Stadium. TilIamook Cheese will be sponsoring the event. Bonilla Promotions is also interested in being part of the event planning and is proposing to bring well-known Hispanic entertainment to the event, as well as coordinating the food and beer sales at the event. Bonilla Promotions expressed interest in paying for 8,000 flyers for the event. 6. SANTA ANA RIVER TASK FORCE UPDATE On November 15, 2004, the City Council approved the formation of a Santa Ana River Task Force to study the possibility of restoring the natural habitat environment and providing recreational opportunities in and/or adjacent to the river. Staff sent out letters of interest, along with applications to various environmental organizations, including neighborhood associations adjacent to the river. As of March 151 a total of 20 applications were received for the Park Development, Recreation Programs and Education Partnership Council to review. ACTION ITEM: Recommend the list of applicants be forwarded to the City Council for review and approval. 7. PUBLIC COMMENTS . Pedro Magallon expressed interest in being included in the planning process for the Youth Soccer Player Development Program. 8. COMMITTEE MEMBER COMMENTS .
