October 5, 2004
MINUTES
The meeting was convened at 5:55 p.m. in the City Hall, Room 831.
The following Council Members were present:
Jose Solorio

1. APPROVAL OF MINUTES
ACTION ITEM: Minutes of September 8, 2004 meeting were approved as submitted.
2. CARNIVALS IN PARKS
Staff presented a history of the carnival selection process and park usage. A proposed
timeline was also presented along with proposed park sites and tentative dates for the
carnivals at each park. The Request for Proposal will identify a flat fee for the various parks.
This fee will be used to aerate and fertilize the park immediately following the carnival. The
remainder of the money will be used for park activities/improvements at that park. The cost
to repair any damage incurred at the park during the carnival will be paid from the damage
deposit.
The Request for Proposal will be released in November and the evaluation committee made
up of various agency representatives will review the proposals in December for
recommendation to City Council in January 2005.
3. DAN YOUNG FOOD CONCESSIONAIRE UPDATE
Staff presented an update of the Request for Proposal to retain a Food Concessionaire at the
Dan Young Soccer Complex. The Request for Proposal was released and three vendors
attended the mandatory pre-proposal conference. Two vendors submitted proposals to the
city. An evaluation committee of various agency representatives reviewed and graded the
proposals. A request to award a contract will be submitted to city council in December 2004.
The revenue generated from this contract will stay within the park account and will be used
to fund a player development program and improvements needed at the soccer complex.

4. SANTA ANA RIVER TASK GROUP
On September 8, 2004, D.P. Myers, Project Coordinator for the Wildlands Conservancy
presented to the Park Development/Joint Use Council Committee a request for the
establishment of a Santa Ana River Task Force to look into the preparation of a report for the
restoration of the natural habitat areas and greenbelts along the Santa Ana River.
The council committee discussed the establishment of the 25 members Task Force and the
organizations that should participate in the study.
ACTION ITEM: Recommended a similar presentation be made at the City Council Study
Session with recommendations to establish the Task Force.
5. SA ZOO ANIMAL INVENTORY
Staff provided a list of the new and existing animals that are currently housed at the Santa
Ana Zoo. The Santa Ana Zoo Director explained that the animal inventory would vary
depending on new births, new purchases and the age of the animal. The Director provided
photos of the various animals and their exhibits. Currently the zoo has approximately 90
animals on the zoo grounds and all the exhibits are occupied with animals. Expansion of the
animal list will depend on space availability, new exhibits and budget.
Discussion continued on the type of animals selected for the Children's Zoo, the possibility
of pursuing an anteater exhibit with the University of California Irvine and zoo parking
Issues.
