MINUTES
July 7,2005
CALL TO ORDER
The meeting convened at 5:49 p.m. in City Hall, Room 831, 20 Civic Center Plaza,
Santa Ana, California.
ATTENDANCE
City Council Committee members present: Council member Claudia Alvarez and
Council member Jose Solorio. Absent: Mayor Pro Tem Lisa Bist.
Staff members present: Deputy City Manager of Development Services, Steve Harding,
Community Development Agency Executive Director Patricia C. Whitaker, Chief
Assistant City Attorney Benjamin Kaufman, Community Preservation Inspector Alvaro
Nunez, and Senior Planner Sergio Klotz.

AGENDA ITEMS
1. APPROVAL OF MINUTES - June 2,2005
Action:
The minutes were approved 2:0 (Absent: Bist)
2. PROPOSED CODE ENFORCEMENT ACTIONS
Item continued to August 4 meeting -- Citations will continue to be issued to the
Casa de Ceramica property at 2531 South Main regarding the banners and
signs. They will be fined once a week, which may eventually lead to a criminal
case.
Code Enforcement is having difficulty in obtaining a responsible party to issue a
Notice of Violation to regarding Clear Channer Billboard located just south of
2540 South Main by the railroad. Update will be provided at the next meeting
regarding action taken.

Item continued to August 4 meeting -- The Committee also asked about the """
graffiti on the sign and the trash on the property of the old Arco on old McFadden
and Main. An update on this property will be provided at the next meeting.
3. ADAPTIVE REUSE OF SPURGEON BUILDING
Steve Harding reported that the owner has complied and the Code Enforcement
issues have been dealt with. A developer will be submitting preliminary plans for
retrofitting the building. This project will be combined with the American Legion
project (parking lot). Mr. Harding has contacted the developer, Mr. Lutton, and is
waiting to hear from him so that a meeting can be arranged.
4. DOWNTOWN RESIDENTIAL PARKING PERMIT PROGRAM UPDATE
Ben Kaufman provided a handout with items that need to be considered and
decided upon for this program. An implementation strategy will be discussed at
the next meeting. A map showing parking meter locations was also provided.
5. LOFT SURVEY UPDATE
The survey was approved by Councilmembers Alvarez and Solorio. Upon
approval by Mayor Pro Tem Bist, the survey will be mailed to the loft owners.

6. OTIS BUILDING UPDATE
The owner will be approached after recommendations are determined. At this
time, the owner does not want to paint the building. It was suggested that asking
OCT A to paint the wall would be an interim solution. Pat Whitaker, Bill Manis,
and Alvaro Nunez will continue to work on this project.
7. CONSTRUCTION OF ARCHWAY SIGN ON SOUTH MAIN STREET
This item was continued to the August 4 meeting -- Pat Whitaker provided a
handout with some history on the proposed archway sign. Steve Harding
questioned whether a sign would be structurally feasible and suggested
photographing different types of signs from other cities as examples, such as
San Diego.

8. PROJECT UPDATES

a) 4TH Street Pushcart Status-
The carts have been ordered and payment has been made. Delivery is
anticipated every 4-6 weeks. Ben Kaufman will provide the ordinance
requirements regarding such items as uniforms.
A ribbon cutting following the completion of the first couple of carts was
suggested by the Committee and will be conducted by Staff.
b) Sav-On Lofts - Windows and Mailboxes
The mailboxes have been removed.
Windows: Planning's recommendation is to black out the remainder of the
windows to give a consistent look. This is a recommendation from the April
meeting. Has this recommendation been passed on to Sav-on?
c) SC Gas Buildinq

Pat Whitaker reported that staff has not been able to contact the owner to
determine any interest in selling the building. Staff will continue to provide
updates.
d) Spurgeon Building (see #3 above)
e) Phase III Olson Lofts Status
Olson Company is submitting materials to Planning that include density.
f) 4th District Court of Appeal
A conference call was made by the City Attorney's Office today to review draft
of the agreement.
