CONSENT CALENDAR
Mayor Young noted that Items 3.A. and 3.D. related to tree trimming and removal, and
requested staff insure any tree-related items be reviewed by the Environmental and
Transportation Advisory Committee and all pending actions related to trees be communicated
to the impacted neighborhood.
The Mayor also requested that the Clerk of the Council show "Abstentions" on the Minutes
for Councilmembers Lutz, Mills and Moreno for any Council meetings attended prior to their
installation as Councilmembers.

Councilmember Moreno indicated he had misunderstood that the original motion would allow
small companies to pool their efforts to submit a unitary bid for trash collection services and
requested his vote be changed to the affirmative on Item 12.D.
By the unanimous informal consent of the Council, Councilmember Moreno's revised vote
was accepted and the vote on Item 12.D. was revised as follows:

PUBLIC COMMENTS
Sal Juarez, 2723 Camden, deplored the negative campaign literature distributed by the Santa
Ana Police Association in the recent election and requested the Council prohibit distribution
of any campaign literature that is insulting to any country, race, nationality, or group of
people.
Sean Mill, 617 S. Starboard, commended the Council on its decision to solicit competitive
bids for City trash collection but criticized the Council for acting negatively, in his opinion,
concerning small businesses in other actions. Mill opined that the City would be better
served if the Council concentrate on solving the issues of drugs, gangs, businesses leaving
Santa Ana, and homelessness instead of such issues as billboards.
Alex Vega, 3900 W. Fifth Street, requested the Council allow a group of 80 to 90 vendors to
hold a one-time Christmas Bazaar at the Santa Ana Stadium for eight days.
Tim Rush, 1408 N. Olive, indicated the Washington Square Neighborhood was strenuously
opposed to a boutique or any other vendor activity at the Santa Ana Stadium. The Mayor
expressed sympathy for Vega indicating that although the activity had merit, the location was
wrong; he encouraged Vega to work with the neighborhood association leaders to find a
location for the proposed bazaar.

CITY COUNCIL COMMENTS
Councilmember Richardson commended the American Youth Soccer Association (AYSO) on
its positive activities for the community's youth and requested that AYSO Commissioner
Tom Anaya and AYSO major sponsor Country Apartments, represented by Liz Reed, be
recognized at a Council meeting in early 1993. Councilmember Richardson also requested
staff to develop stronger enforcement measures to discourage loud parties.
Councilmember Mills requested the City Attorney prepare a resolution which would change
the composition of the Environmental and Transportation Advisory Committee to a body of
City representatives only. She indicated that such a body would encourage a neighborhood
focus on environmental and transportation issues.

Mayor Pro Tem Pulido indicated he was forming an Ad Hoc Committee whose purpose
would be to name a public building or other facility in honor of former Councilmember Ray
Villa and invited all interested parties to join him in this effort.
Mayor Pro Tem Pulido requested the City Attorney prepare a resolution which would modify
the Human Relations Commission structure in a similar manner as that requested by
Councilmember Mills for the Environmental and Transportation Advisory Committee and
modify the Commission's responsibilities to provide a focus on youth alternative programs.
Councilmember Moreno thanked his campaign volunteers for their efforts during his election
campaign. He also referred to Sal Juarez' earlier comments (see Minutes page 378)
regarding a Santa And Police Association political campaign flyer that had offended
community members and expressed the opinion that an apology was in order.
Mayor Young acknowledged the publication was regrettable, stated that he was not the
author nor had he had knowledge of the flyer prior to its publication, but expressed his belief
that the authors had learned a lesson and that hopefully the community could move forward
beyond the incident.
Mayor Young called attention to the extensive road rehabilitation projects on the evening's
agenda which the Council had approved. He also asked Police Chief Paul Walters to
investigate the possible implementation in Santa Ana of AB 2717, a newly enacted bill which
makes gang recruitment of minors by adults a crime and which specifies increased penalties
for violations.

The Clerk of the Council announced that the City Council was recessing to Closed Session
pursuant to:
Government Code Section 54956(a) to confer with the City Attorney regarding
pending litigation which had been initiated formally in to which the City was a
party to wit:
Ci vs. City of Santa Ana
DeSantis vs. City of Santa Ana (Worker's Compensation)
Ruiz vs. City of Santa Ana, and also pursuant to
Government Code Section 54957.6 to meet with its designated representatives
regarding labor relations matters.
