COOPER, City Attorney (Excused) NEW COUNCIL ORIENTATION MEETING SCHEDULE With the unanimous informal consent of the Council, the New Council Orientation Schedule was amended to reschedule the meeting of December 15 to December 23, 1992. CITY COUNCIL MINUTES 3 81 December 1O, 1992 THIRTY-YEAR MASTER PLAN City Manager David Ream began the session by explaining a shared vision was essential to the accomplishment of any organization's goals and indicated that staff would be presenting for the Council's consideration a vision for Santa Ana as outlined in a 30-Year Master Plan. The City Manager encouraged the Council to actively participate in the formulation of the Master Plan which the Council would ultimately be voting upon. Community Development Agency Executive Director Cindy Nelson introduced the Public Facilities segment of the Plan followed by Redevelopment and Real Estate Manager Bob Hoffman who outlined the major public facilities projects anticipated for completion in the Master Plan. Downtown Development Manager Roger Kooi reported on several Orange County projects planned for the Civic Center area. Public Works Agency Director Jim Ross opened the Public Infrastructure section of the Plan and introduced the following Public Works Agency management staff members who then proceeded to discuss their respective topics: Engineering Services Manager George Alvarez--Street Improvements including pavement management, street widenings, medians, utility undergrounding, traffic control systems, and neighborhood traffic plans; - Transportation Manager Joyce Amerson--Central Orange County Fixed Guideway Project; - Administrative Services Manager Teri Cable--Street Lighting; and - Water Resources Manager Lee Harry--Water and Sewer Systems. Staff showed slides demonstrating both current and proposed infrastructure improvements and responded to Councilmembers' questions. 7:58 P.M. - Councilmember Richardson left the meeting. Councilmembers requested more information concerning the following: a landscape and median strategy; annual costs of maintaining parkway medians per block; designing the City's communications infrastructure to include fiber optics technology; additional ways to protect neighborhoods from traffic intrusion; and methods to disseminate the Master Plan to neighborhood leaders and the community. The Council by unanimous informal consent requested staff to conduct a separate study session on the light rail component of the fixed guideway project.
