GUY, Clerk of the Council Absent: NONE NEW COUNCIL ORIENTATION "ISSUE BIN" ITEMS The City Manager distributed a list of issues raised during the presentation of the Master Plan on December 10, 1992 and asked when the Council would like to begin discussion of those items. By unanimous informal consent, the Council agreed to defer in-depth study of the items until the conclusion of the Master Plan presentation. CITY COUNCIL MINUTES 384 DECEMBER 16, 1992 THIRTY-YEAR MASTER PLAN Maintenance Services Manager Larry Christian presented the Street Trees Program of the proposed Master Plan, showed slides of tree-caused damage to streets and sidewalks, and responded to Councilmembers' questions. The following issues were raised by Councilmembers for further discussion at a future Council study session: - Notification process for tree removal and planting - Determination of tree replacement priorities - Selection process for tree species used in the Street Trees Program - Ratio of tree removals to tree replacements - Standard planting distances between trees - Comparison of deciduous and evergreen tree advantages - Tax credit for tree planting as part of City permit process Redevelopment and Real Estate Manager Bob Hoffman and Senior Planner Linda Hale presented the Schools portion of the Master Plan by discussing the Community Facilities Improvement Plan, the Education Element, City/School partnerships, the revolving loan fund for school facility construction, various coordinating meetings between staffs and elected officials, and new school site locations. Hoffman and Hale responded to Councilmembers' questions as each topic was discussed. Councilmembers requested the following items be added to the "issue bin": Landscaping at school sites Inclusion of joint City/School recreation projects in citywide redevelopment plan Financial aid to encourage students who continue to higher education to remain in Santa Ana Recreation and Community Services Executive Director Allen Doby and Park/Landscape Design Manager Ron Ono presented the Parks and Recreation Facilities portion of the Master Plan including a historic overview of park development in Santa Ana; park land, equipment and partnership goals of the Master Plan; and a floor plan for a new Recreation and Community Services administration building to be sited in Centennial Park and completed within five years. Doby and Ono responded to Councilmembers' questions. CITY COUNCIL MINUTES 385 DECEMBER 16, 1992 Councilmembers requested the following be included as discussion topics at a future Council meeting: Possible site, size, and development schedule for a centrally located City park Location of the proposed Recreation and Community Services administration building Additional joint recreational uses/activities at school sites ADJOURNED - 8:11 P.M.
