NEW COUNCIL ORIENTATION
THIRTY-YEAR MASTER PLAN
Planning and Building Agency Executive Director Robyn Uptegraff indicated the Master Plan
sessions to date presented the City staff's vision for Santa Aha in the next thirty years, and
that the current session would address regional, state and federal constraints affecting the
Master Plan.

TRAFFIC/CIRCULATION
Public Works Agency Senior Project Manager Joyce Amerson reported 89% of arterial
construction and 93 % of traffic improvement funds for the current fiscal year were from
external sources such as Measure M and Gas Tax funds. She indicated that several of the
funding sources would not be available, or would be decreased in coming years, and that
staff was developing a strategy to focus on the more reliable transportation funding sources
for future road and traffic improvements. She reviewed the status of several regional
highway projects.
WATER DISTRIBUTION/SEWERS
Public Works Agency Water Resources Manager Lee Harry reported that Santa Ana's water
system and sewer infrastructure were in good condition and would not require extensive
capital expenditures in the 30-year plan. He indicated, however, that treatment costs would
increase if storm water pollutant and water quality standards were revised by more stringent
federal and state legislation.
SOLID WASTE
Public Works Agency Administrative Service Manager Teri Cable reported continually
changing laws, duplication of effort (all cities are required to have recycling and hazardous
waste elements) rather than a regional approach, lack of markets for recycled materials, and
increasing landfill costs were making 30-year projections in the solid waste disposal area
difficult. Councilmember Moreno requested staff investigate the feasibility of establishing a
City-owned materials recovery facility (MRF).
AIR QUALITY
Planning and Building Agency Assistant Planner II Melanie McCann explained the 1991 Air
Quality Management Plan was currently in draft form and contained 33 line items cities
might choose from to improve air quality. She emphasized the need to comply with the Plan
since compliance impacted future transportation funding. Councilmembers discussed at
length various methods such as land use planning, use of electric cars, and other means to
boost the City's efforts toward achieving improved air quality.
HOUSING
Planning and Building Agency Executive Director Robyn Uptegraff, Senior Planner Linda
Hale, and Community Development Executive Director Cindy Nelson discussed
overcrowding, replacement housing required by the proposed citywide redevelopment plan,
regional housing allocations, and the need to update the City's Housing Element.

Councilmember Richardson reported on his efforts to solicit the assistance of the l~.ague of
California Cities in proposing State legislation which would allow cities with an approved
Housing Element to enact stricter housing occupancy standards.
Mayor Young requested staff develop a strategy for disseminating information on the Master
Plan to the community for discussion at the final Master Plan session.
