NEW COUNCIL ORIENTATION
FINANCE AND MANAGEMENT SERVICES
Although a Council quorum was not present when the meeting was called to order, the
Councilmembers in attendance elected to proceed with the work study session. A quorum
was reached when Councilmember Richardson arrived at 6:23 p.m.

Finance and Management Services Executive Director Rod Coloma presented an overview of
the City's financial operations and introduced the Finance and Management Services division
heads: Dave Borik, Accounting and Budget; Bob Williams, Purchasing and Central Services;
Christine Calderon, Treasury and Customer Services; Lori Page, Information Services and
Communications; Daryll Pennington, Fleet Services/Stores/Corporate Yard; Chuck Janiel,
Building Maintenance; and Charlene Hunter, Payroll and Administration. Executive Director
Coloma concluded the round of self-introductions and proceeded to explain in greater detail
the duties and responsibilities of the different divisions.
In response to Councilmember queries, City Manager David Ream, Executive Director
Coloma, and Treasury Manager Calderon discussed at length the internal control and
investment policies the City has established and noted that the recent financial fiascos of
other cities were unlikely to occur in Santa Ana. Staff then fielded other questions from
Councilmembers.
Councilmember Moreno requested staff look into the possibility of converting the sales tax
revenue compliance program, which is currently contracted out, into an in-house function.
Councilmember Mills commented that Information Services' Micro Support unit appears to
be understaffed for the workload.
Councilmembers Richardson and Moreno asked staff to follow up on a Council request for a
policy to establish preference for local businesses in awarding City contracts.
Councilmember Lutz acknowledged the difficult trade-off that must be made between strict
internal controls and operational simplicity in Accounts Payable processing.
City Manager Ream recapped the City department orientation series, contrasted line and staff
operations, and underscored the key role played by the Finance and Personnel departments in
ensuring that Councilmembers fulfilled their fiduciary obligations.
