2020 MASTER PLAN ISSUES
Tree Program Policies and Procedures
Public Works Agency Maintenance Services Manager Larry Christian reviewed the City's
standards for tree planting, showed slides of trees approved by Public Works for planting,
provided statistics regarding tree removals and planting for 1987-1992, and discussed
technical aspects of the City's Tree Program.

Neighborhood Improvement Specialist Mary Castillo-Gonzales reported on the notification
process used to advise residents of pending tree removals. Christian and Gonzales both
emphasized the City made an extensive effort to save large trees when possible.
Staff responded to numerous questions concerning the tree program. The Council requested
staff move as expeditiously as possible to replace trees and plant additional trees and
greenery, requested an analysis of the maintenance cost of vines versus graffiti removal
costs, suggested staff investigate methods to encourage tree planting on private property, and
asked staff to request the various utility companies to do less radical pruning along City
streets.
The Council also suggested providing trees for school sites and use of different fencing to
improve the appearance of school grounds facing arterials.
JOINT OPEN SPACE USAGES
Recreation and Community Services Executive Director Allen Doby reviewed 14 sites where
the City and School District jointly shared open space and noted all currently available school
open space was being used.
The Council discussed possible expansion of Delhi Park and Flower Street Park. The Public
Works Agency indicated Delhi Park could be expanded by using part of the area that is
currently occupied by the Corporate Yard after the Yard is relocated to Center Park.
Doby reported the Delhi Neighborhood was not in favor of park expansion without on-site
supervision. He also outlined a proposal for free programming at Delhi Park by the
privately operated Delhi Center, if the City would construct the facility.
MASTER PLAN SCHEDULE AND COMMUNICATION PLAN
Noting that for the most part, the "issue bin" items concerning the Master Plan were
primarily statements, the Council requested the City Manager identify the matters for which
staff required additional clarification, propose a schedule for completing the various Master
Plan projects, and develop a brochure or summary document for communicating the Plan to
the community, with all matters to be discussed following the March budget sessions.
