COOPER, City Attorney (8:39 p.m.) Absent: None ANTI-GRAFFITI ENFORCEMENT - PROGRESS REPORT Community Oriented Policing (COP) President Evangeline Gawronski called the meeting of the City Council and citywide COP organization to order; introduced COP 93-94 Board members; presented with Police Chief Paul Walters' assistance various awards to community service volunteers, recognizing in particular Jim Trujillo of the Public Works Agency who was personally responsible for the apprehension of several taggers; and acknowledged the excellent cooperation rendered the COP organization by Police Community Services Specialist Mike McCoy, Captain Charles Miller, and Captain Bruce Carlson. CITY COUNCIL M1NUTES 170 APR1L 27, 1993 Police Chief Walters and Lieutenant Mike Foote provided the Council and audience with a status report and statistics regarding graffiti prevention, eradication and prosecution activity in the City since the COP's last forum on graffiti in February. Lieutenant Foote reported the extensive number of graffiti-related arrests had exceeded the capacity of the victim-referral program and noted that a number of COP members had volunteered and were currently in training to assist with that program. The following COP members offered suggestions concerning graffiti enforcement and other policing needs: William Boynton Sal Juarez Harriet Hallmark Dave Conley Robert Henson Melanie Springer Dan Hernandez Kathleen Johnson Councilmember Richardson requested staff pursue removal of graffiti from street lights. COP President Gawronski requested the Council convene for another forum in the future to address illegal discharge of firearms in the City. RECESSED - 8:14 P.M. RECONVENED - 8:39 P.M. - In the Conference Room of the Santa Ana Library with all Councilmembers present except Norton and Pulido BUDGET PRESENTATION City Manager David Ream reviewed the issues raised by the Council during the April 15 Budget meeting, and outlined staff's efforts to address each of those issues which included: Economic Development and City Manager positions, Library Board and community fund raising efforts relative to library services, City partnerships with the School District and Rancho Santiago College to provide expanded library services, contractual street sweeping services, a municipal towing service, water rates, voluntary forfeiture of a pending salary increase by Santa Ana City Employee Association members, management bonuses, the Presidential Stimulus plan, Chamber of Commerce suggestions regarding the City budget, and various concerns raised by the Fire Benevolent Association. Councilmember Richardson requested a timeline for possible establishment of a municipal towing service, and a list of firms impacted by charges for fire alarm processing. Cl]~r COIJNCIL MINUTES 171 APRIL 27, 1993 9:13 P.M. - Mayor Pro Tem Pt~lido joined the meeting In the face of a $3.7 million shortfall to balance the FY 93-94 budget, Councilmembers engaged in a roundtable discussion of cuts and revenues each could support in order to achieve a unanimous vote to adopt the budget. Following lengthy discussion and provision of additional data by staff, the Council agreed to delete a utility user tax on cable television, to retain as an in-house function rather than contract fire dispatch services, to fund the McFadden Library at a reduced level, to retain the Library book budget at $106,820, to create a $300,000 Educational Scholarship Fund, to allocate $20,000 for a boxing facility, and to impose an approximately 5% increase on water rates. Since these decisions still left a budget deficit of $1.4 million, the Council informally instructed the City Manager to make the necessary adjustments to balance the budget for the coming year.
