FY 93-94 CITY BUDGET AND ANNUAL FEE INCREASES Public hearing to consider the City's Fiscal Year 93-94 Budget and related matters Legal notice published in the Register on April 2, 9, and 16, 1993 Finance and Management Services Executive Director Rod Coloma presented modifications made to the budget noting in particular a proposal by the SEIU to defer a 3 % scheduled salary increase for one year had assisted greatly in balancing the budget. At 6:48 p.m., the Mayor announced the Council would accept additional testimony concerning the City Budget and Fee Increases. COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM - FY 93-94 Consideration of the use of $6,131,000.00 in Community Development Block Grant funds for maintaining and upgrading the City's affordable housing stock through rehabilitation loans, grants and rebates; improving low- and moderate -income neighborhoods through public improvements and public facilities; and providing social services which benefit low - and moderate -income persons Legal notice published in the Register on April 9, 1993 At 7:09 p.m., the Mayor announced the Council would accept additional testimony regarding the proposed FY 93-94 Community Development Block Grant Program. The following persons expressed support for the proposed Block Grant: Fran Shiffman, Women's Transitional Living Center Larry Haynes, Mercy House Transitional Living Center The following persons expressed concerns regarding the allocations to their organizations under the Block Grant budget: Dianne Russell, YWCA Lynda Perring, Olive Crest Jim Miller, Shelter for the Homeless Lynn Mobley, Career Beginnings Shasta Loy, So. California Alcohol & Drug Programs, Heritage House Nhan Hoa, Vietnamese League of Orange County David Quezada, Fair Housing Council of Orange County Marie Ramirez, Pilgrimage Family Therapy Connie Jones, Southwest Community Center The Mayor closed the public hearing at 7:39 p.m. Motion: Continue consideration of the FY 93-94 Community Development Block Grant Program and Budget to May 17, 1993. MOTION: Young SECOND: Pulido CTTY COUNCIL MINUTES 186 MAY 3, 1"3 VOTE: AYES: Lutz, Mills, Moreno, Norton, Pulido, Richardson, Young NOES: None ABSENT: None COMMENTS 90.A. PUBLIC COMMENTS Cynthia Criollos, 320 W. 19th Street, expressed concern regarding increased traffic on Nineteenth Street resulting from the detour plan for the Main Street Bridge Closure. The Mayor requested Public Works Agency Executive Director Jim Ross prepare a response to those concerns for Nineteenth Street residents. Alex Vega, 3900 W. 5th Street, thanked the Council for keeping the McFadden Branch Library open and reported that the Santa Ana Unified School District had recently approved naming two Santa Ana schools in honor of former City Councilmember Ray Villa and farm labor leader Caesar Chavez, and noted that Santa Anans of all races working together could improve the City. Jaime Vega, 1140 S. Birch Street, reported the Hispanic Community was lobbying for publication of a postage stamp honoring Caesar Chavez and requested the Council's assistance. He also indicated he was forming a Friends of the Library Group for the McFadden Branch Library and encouraged members of the listening audience to volunteer With the informal consent of the Council, Mayor Young instructed City staff to draft a letter in support of a stamp honoring Caesar Chavez. Dolores Otting, Five Star Rubbish, thanked the Council for supporting small trash haulers at the last Council meeting. She expressed concerns, however, concerning continuing contract negotiations with Great Western Reclamation, the five-year trash rate projections, and the basis for annual adjustments to hauling and processing charges. Madeline Arakalian, South Coast Rubbish, expressed concern that the directions from the Council to develop a process involving the Chamber of Commerce, Great Western and small trash haulers would be interpreted as collusion among the City's trash haulers. Florence Leach, 2025 W. Tenth Street, encouraged members of the listening audience to attend the May 18, 1993 Council Meeting concerning the proposed citywide redevelopment plan and requested that the start time for the meeting be rescheduled to a later hour than 5:30 p.m. CITY COUNCEL MIIVO 187 MAY 3, 1"3 Sean Mill, 617 S. Starboard, encouraged the Council to closely scrutinize the materials recovery facility proposed by Great Western Management and to ensure impacts of this facility on the Delhi neighborhood are mitigated. Pat Mill, 617 S. Starboard, requested that the City Council reconsider the trash contract awarded at the last Council meeting to include the proposed material recovery facility impacts and costs. RECESSED TO HOUSING AUTHORITY AND IMMEDIATELY RECONVENED - 8:05 P.M. - All Councilmembers present 90.B. CITY COUNCIL COMMENTS Councilmember Mills requested that the Council meeting be adjourned in honor of Sgt. John Steele, California Highway Patrol Officer recently killed in the line of duty. Mayor Pro Tern Pulido invited members of the listening audience to join him in a a volunteer project to take inner-city children to the beach. In response to Councilmember Norton's inquiry regarding the deferral of the May 18, 1993 meeting to a time later than 5:30 p.m., the City Manager indicated that the meeting had already been publicly noticed for that time. Councilmember Norton also reported that he had heard on a radio broadcast of a bill which would require liquor stores to put identification tags on beer kegs and require buyers to sign receipts in an effort to outlaw "kegger" parties by teenagers. He requested the City Manager investigate the information and follow through with appropriate action by the Orange County League of Cities. Councilmember Lutz congratulated the Floral Park Neighborhood on its recent successful home tour and also reported that he had assisted in the "Graffiti Paint -Out Day" in the Frontier Neighborhood. Mayor Young noted that the "Paint Out Day" had involved more than 550 volunteers at 55 locations. He requested staff to determine the frequency with which the Graffiti Paint -Out activities should be repeated and also suggested that staff consider a "thank you" party for the volunteers.
