COMMUNITY FACILITIES IMPROVEMENT PLAN Joint public hearing of the City Council and Community Redevelopment Commission to consider establishment of a redevelopment project area which will provide long-term financing for numerous community improvements including parks, schools, recreation and public safety facilities Legal Notice published in the Register on April 21, April 28, and May 5, 1993 and mailed on April 30, 1993 The Mayor opened the joint public hearing of the City Council and the Community Redevelopment Commission regarding a proposed Community Facilities Improvement Plan at 5:40 p.m. Community Development Agency Executive Director Cindy Nelson presented staff's report and comments. Clerk of the Council Janice C. Guy presented written communications from the following: Kathleen Raneses, 938 W. Carol George J. Estrada, 511 E. Adams Margarita C. Rodriguez, 1626 E. Sixth Street Fernando and Virginia Raya, 2305 Heliotrope Ron Heike, 1010 W. Santa Clara Salvador and Mercedes Juarez, 2723 Camden Judy Perry, 2875 "B" S. Fairview John Lichtenstein, 2875 "B" S. Garnsey CITY COUNCIL MINUTES 210 MAY 18, 1993 The following individuals spoke in favor of the Community Facilities Improvement Plan: Mike Vail, representing the Santa Ana Unified School District James Marquez, 1603 N. Ross The following individuals spoke in opposition to the Community Facilities Improvement Plan: Florence Leach, 2025 W. Tenth Street Kathie Arceo Don York, 701 N. Mountain View Margarita Rodriguez, 1626 E. Sixth Street John Raya, 415 W. Nineteenth Street Miles Leach, 2025 W. Tenth Street Boyd Schultz, 1338 S. Lowell Ron Heike, 1010 W. Santa Clara Daniel Pena, 1136 W. Tenth Street The following individuals expressed concerns regarding the Community Facilities Improvement Plan: Bernard Acton, 15741 Hill Street, La Puente (filed written communication) Elisabeth Charron, 10432 Mildred Avenue, Garden Grove With the unanimous informal consent of the City Council and the Redevelopment Commission, Mayor Young suspended the public hearing, recognizing the issues raised during public testimony indicated extensive misunderstanding concerning the proposed redevelopment Plan. Mayor Young suggested staff evaluate whether to continue with the Plan and, if the decision should be to proce2xl, staff should then develop a community- information program to explain the concept to residents on a neighborhood-by-neighborhood basis. CONCURRENT ACTION WITH COMMUNITY REDEVELOPMENT COMMISSION Motion: Continue the public hearing on the following indefinitely: RESOLUTION 93-051 - A resolution of the City Council of the City of Santa Aha certifying the Environmental Impact Report for the Community Facilities Improvement Plan Redevelopment Project and adopting findings regarding such project pursuant to the California Environmental Quality Act - Community Development Agency CITY COUNCIL MINUTES 211 MAY 18, 1993 RESOLUTION 93-052 - A resolution of the City Council of the City of Santa Ana finding that the use of taxes allocated from the Community Facilities Improvement Plan project area for the purpose of improving and increasing the supply of low- and moderate-income housing outside the project area will be of benefit to the project area - Community Development Agency ORDINANCE NS-2200 - An ordinance of the City of Santa Ana approving and adopting the Community Facilities Improvement Plan - Community Development Agency Report to the City Council on the Community Facilities Improvement Plan prepared by the Santa Ana Redevelopment Commission for the Santa Ana Redevelopment Agency dated April 1993 - Community Redevelopment Agency MOTION: Young SECOND: Richardson VOTE: (COUNCIL) AYES: Lutz, Mills, Moreno, Norton, Pulido, Richardson, Young NOES: None ABSENT: None (COMMISSION) AYES: Alleman, Bist, Nalle, Rush, Williams, Wootan NOES: None ABSENT: Hill FILE REDEV ADJOURNiVIENT - 6:58 P.M. - To 8:30 a.m. on June 4, 1993 in the Council Chambers, 22 Civic Center Plaza, Santa Ana, for a tour of the City of Pasadena, California CITY COUNCIL M]NIJTF~ 212 MAY 18, 1993
