Motion: Approve Negative Declarations and file Findings of Fact. 31.A. CUP 93-008 - 101 E. Sandpointe - Filed by Jeffery Coyne to allow a cover charge at a nightclub in conjunction with a restaurant in the C2 District - Planning and Building Agency FILE CUP MOTION: Richardson VOTE: AYES: NOES: ABSENT: Mills ABSTAINED: Moreno SECOND: Moreno Lutz, Norton, Pulido, Richardson, Young None PROJECTS - MAINTENANCE, REHABILITATION, IMPROVEMENT, CONSTRUCTION, OR CHANGE ORDERS FOR PUBLIC FACILITIES Juan Reinoso, Urban Graffiti, protested the award of the bid to Graffiti Control Systems. Barry Woods, President, Graffiti Control Systems, explained the painting procedures used by the firm in removing graffiti. Councilmembers discussed various concerns regarding the bid award. PUBLIC COMMENTS Richard Memelo, 111 N. Main Street, reiterated his request of September 7, 1993 that the Council waive or lower transportation fees for his proposed project at the comer of First and Main Streets. The City Manager indicated that staff would provide a recommendation on revised transportation fees at the October 18, 1993 meeting. Judy Edge, 222 Aurora, stated her opposition to an increase in the Utility Users Tax, suggested the present Tax be permitted to expire, and opined that any decision on the Tax should be made by the voters. Patricia A. McGuigan, 5642 Keelson, inquired as to what decision had been made by Comcast with respect to carrying network stations. Recreation and Community Services Executive Director Allen Doby reported that Comcast had completed negotiations with most of the major television stations and that to the best of his knowledge Comcast had been granted an extension beyond the October 6, 1993 deadline to continue negotiations with the remaining stations. Miles Leach, 2025 W. Tenth Street, expressed concern that construction of a jail behind the Stadium across from the proposed FHP Project would create a shortage of open space in the City. Dr. Gladys Hall-Kessler, 1520 N. Grand Avenue, Santa Ana Educator's Association president, requested the City Council express opposition to Proposition 174, the school voucher measure on the ballot for the upcoming November 2, 1993 election. Brett Franklin, 919 E. Catalina, reported problems with enforcement of the noise ordinance at a property located at 514 S. Flower Street. Police Chief Paul Walters indicated he would assist Franklin address the problem. CLOSED SESSION By the unanimous informal consent of the Council, the Clerk of the Council performance review required pursuant to Charter Section 705 was continued to October 18, 1993. CITY COUNCIL MINUTF~ 332 OCTOBER 4, 1993 90.B. CITY COUNCIL COMMENTS Councilmember Moreno requested that a letter be sent to Yuban expressing the City's appreciation for the company's donation to the Centennial Park cleanup held last weekend. Mayor Pro Tem Pulido requested staff to provide Council with a status report on the Project Pride Program. Councilmember Lutz requested a "thank you" letter be sent to the insurance companies who had been involved in a painting program in the Artesia-Pilar Neighborhood. Councilmember Norton suggested that Channel 3, the City's cable channel, be used to advise drivers concerning alternate routes for City roads under repair or construction. Mayor Young requested the Police Department provide Council with a status report regarding the Department's anti-cruising operations on Bristol Street. Mayor Young also indicated he would meet with Councilmember Richardson and Councilmember Moreno immediately after the Council meeting to discuss strategy for an upcoming lunch meeting on the homeless issue with members of the religious community in Santa Ana.
