OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
APRIL 4, 1994
At 6:00 p.m. in the Council Chambers, 22 Civic Center Plaza, the Clerk of the Council
declared the City Council meeting adjourned from the Council Chambers to convene as soon
as possible in Room 510, City Hall, 20 Civic Center Plaza.
The Clerk also adjourned the regular meeting of the Santa Ana Housing Authority to 6:00
p.m. or as soon as possible thereafter on April 18, 1994, in the Council Chambers, 22 Civic
Center Plaza.

WORK STUDY SESSION
Mayor Young explained the Council would be holding study sessions in Room 510 for the
Council's first regular meeting of the month for the next few months because the room was
more conducive to informal discussion than the Council Chambers.

Planning and Building Agency Executive Director Robyn Uptegraff reviewed the Agenda for
the meeting and "Issue Bin" items from previous 2020 Master Plan discussions which
include:
Fixed Guideway (light rail) Route
Main Street/17th Street Improvements
Reduction of Commercial Acreage
Non-conforming Use Properties
2020 MASTER PLAN - PARKS AND RECREATION OPEN SPACE/FACILITIES NEEDS
Recreation and Community Services Director Allen Doby briefed the Council on the findings
of two parks assessment needs surveys (Economic Research Associates (ERA), 1980; ERA
and Barrio Planners, 1992). He indicated the central core of Santa Ana, the City's most
densely populated area, was in need of at least three new neighborhood parks, but that the
acquisition cost of additional park acreage in that area was cost-prohibitive.
Doby explained the City planned to develop recreation centers in Rosita, Delhi, Memorial,
and Thornton or Santa Anita Parks in the next four to five years, and to contract some
recreation programming with the Boys and Girls Club in the next fiscal year. He identified
the most favored locations for parks in the central core and responded to Councilmembers'
questions.
Councilmembers discussed various recreation issues including but not limited to:
working with the City's school districts on joint recreation programming at
school sites and meeting youth recreation needs;
development of a capital improvement program for existing park sites;
need for a long-term planning document for new parks and park
improvements;
balance between recreation programming and facilities development;
working with the neighborhood associations to avoid overuse of parks;
- development of a major recreation facility at Memorial Park;
- safety in the parks;
- status of Fisher Park improvements; and
- park improvement priorities and scheduling.
City Manager David Ream noted the major sources of funds for the four proposed recreation
centers included tax increment and Community Development Block Grant funds, various

State recreation grants, and a possible additional loan from Section 108 Housing funds. He
indicated that tax increment funds currently earmarked for the Harbor Boulevard Median
improvements could be reallocated to the Rosita Park improvements.
Mayor Young solicited comments from the audience.
David Lopez and Joe Vielma expressed concern about reallocating funds from the Harbor
Boulevard median project to Rosita Park improvements.
Beverly Ravelli and Nate Romick spoke in favor of the Rosita Park recreation center.
Jason Soifer expressed concern regarding the high cost of including dark room facilities in
recreation centers and encouraged more use of California State University Fullerton facilities.
Rick Rodriguez assured the Council the Delhi Neighborhood was interested in the
development of a larger park at the Warner Street corporate yard site, expressed concern that
a larger park might provide a "hang-out" for gangs, and encouraged the Council to use youth
labor in developing the Delhi Park site.
Councilmembers continued to discuss park-related issues and requested staff provide the
following:
- dollar costs for photography facilities;
- facilities utilization plan that optimizes use of existing facilities; and
- Harbor Boulevard median project design schedule and costs.
Mayor Young acknowledged Rosita, Delhi, and Memorial Park improvements as priority
projects, and encouraged geographic balance in the designation of future projects.
