THIRD LEVEL SURVIVOR BENEFITS
Motion: 1. Authorize the Clerk of Council to enter the following into the record:
As provided under Section 7507 of the California Government Code, notice is
hereby given that the City of Santa Ana intends to provide Section 21382.4
Third Level of 1959 Survivor Benefits for local miscellaneous members and
local police members. City cost is $2.00 per covered employee per month.
Annual cost is $32,544.00. An actuarial study conducted by the Public
Employees' Retirement System confirms surplus assets in the Survivor Benefits
account will cover the City's cost for at least 25 years.

Sean Mill urged the Council to discontinue the City's lawsuit against 5-Star Rubbish.
Councilmember Moreno requested that his opposition to the lawsuit be included in the public
record.
Mayor Young acknowledged receipt of a written communication from Margaret Farris.
Jeff Hamilton expressed concern regarding the City's alarm system fees and regulations.
Councilmember Mills noted that the Council would consider possible recision of the City's
alarm ordinance at the May 16, 1994 Council meeting.
Madeline Arakelian expressed concern regarding the City's recycling regulations and
requested to meet with the City Manager and City Attorney.
90.13. CITY COUNCIL COMMENTS
Councilmember Lutz noted that the Clark Dye Hardware located on south Main Street had
been featured in the recent Sunset Magazine article "Good Old Hardware Stores."
Councilmember Richardson:
- requested staff prepare a report on the results of the Proactive Rental Enforcement
Program in the Heninger Park and French Court neighborhoods;
- thanked all staff members who had provided support to him in the campaign to enact
SB 1477 on residential overcrowding; and
- asked staff to contact the appropriate parties to clean up the debris on the area
adjacent to Penn Way by 17th Street and Santiago, and the Sears site on south Main
Street.

Mayor Pro Tern Pulido commended and thanked Councilmember Mills for her advocacy of
the anti -smoking ordinance. (Minutes page 90.)
Councilmember Mills requested the Council review the City's Fire Inspection Fee and
thanked Senior Management Assistant Jill Arthur for the excellent staff support provided
regarding the anti -smoking ordinance.
At Councilmember Moreno's request, the City Manager indicated he would investigate a
claim by a business owner in the Edinger/Centennial Park area that no sewer line was
available to which his business might be connected. Moreno also asked Police Chief Paul
Walters to provide Council with a report on the Police Department's use of cellular
telephones and pagers.
Mayor Young:
- reported on his recent meeting with the Orange County Congregation Community
Organization (OCCCO) indicating OCCCO had reviewed the City's Youth Program
and drafted a suggested Santa Ana Youth Action Program;
- requested the City Manager to provide the Council with a copy of the OCCCO draft;
- announced OCCCO would be meeting on May 11, 1994; and
- invited Councilmembers and other interested parties to attend the meeting.
