As provided under Section 7507 of the California Government Code, two-week
notice is hereby given that the City of Santa Ana may offer approximately 3
employees a two-year retirement credit as part of the budget reduction process
for FY 1994-95. The amount determined by the System Actuary is
approximately $22,950.00 per applicant.

implementation of this project.

RESOLUTION 94-020 - A resolution of the City Council of the City of Santa
Ana certifying a final environmental impact report for the McFadden Avenue
Realignment Project, making certain finding with regard to the environmental
effects of that project, and adopting a mitigation monitoring program for that

Three recommended implementation strategies for the Realignment Plan:
a) Set aside $100,000 from the Project Fund to cover mitigation measures
resulting from the Wilshire Square Neighborhood traffic protection plan;

Intermediate to mitigate the project's traffic impact on residents; and

Council was divided on this issue, and urged the Council to support the proposal:

Councilmember McGuigan opined that it would be inappropriate for her to take a position on
the space-saver school issue since the impacted district was not in her jurisdiction.

COMMENTS
Councilmember Moreno spoke in favor of the space-saver school project, defended
Councilmember Mill's prerogative to oppose the project in response to her constituents'
concerns, and reported on his efforts to lobby the State Allocation Board in support of the
project.
Councilmember Richardson noted the School Board was the duly elected body in charge of
school policy, related the practical and financial difficulties of constructing new schools in a
built-out city like Santa Ana, expressed concern about forfeiting scarce school funding, and
indicated support for the space-saver school.
Councilmember Lutz acknowledged the need for the space-saver school project but expressed
reservations about the proposed project site.
Mayor Young cautioned that the space-saver school funding was being jeopardized by
divisive messages from the project's opposing factions, reiterated Santa Ana's dire ne2.d for
more schools, and urged the Council to unite by endorsing his letter to the State Allocation
Board in support of the space-saver school.

Councilmember McGuigan asked staff to investigate reported illegal commercial signs on the
south-end of town and to consider the City of Concord's regulations to control sign blight for
possible application in Santa Ana.
Councilmember Richardson and Mayor Pro Tem Pulido thanked staff for providing excellent
technical and administrative support to their legislative efforts on residential occupancy.
Councilmember Lutz requested staff to investigate an alleged public nuisance caused by a
"soup kitchen" for transients on 1602 W. Second Street.
