HomeMy WebLinkAbout06-06-1994MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA JUNE 6, 1994 At 6:00 p.m. in the Council Chambers, 22 Civic Center Plaza, the Clerk of the Council adjourned the City Council meeting from the Council Chambers to convene as soon as possible in the Conference Room on the second floor of the Santa Ana Library, 26 Civic Center Plaza. The Clerk also adjourned the regular meeting of the Santa Ana Housing Authority to 6:00 p.m. or as soon as possible thereafter on June 20, 1994, in the Council Chambers, 22 Civic Center Plaza. GUY, Clerk of the Council Absent: NONE CITY COUNCIL M/NUTES 135 JUNE 6, 1994 WORK STUDY SESSION PROPOSED 1994-95 BUDGET City Manager David Ream explained the work study session would cover issues remaining from the Capital Improvement Plan discussion on May 2, an overview of the budget as a whole, and more detailed discussion of the General Fund. Capital Improvement Plan Issue Bin Items The City Manager discussed briefly the following items which had been raised by Councilmembers relative to the Proposed FY 94-95 Capital Improvement Program: Trees, King Street sidewalks, Heninger Park alleys, McFadden Avenue reconstruction, 17th Street medians (Cabrillo to Williams), First and Grand intersection improvements, 1st and Main improvements, traffic signal linkage to Fire Station No. 5, remnant parcels requiring landscaping along Interstate 5, Penn Way and Standard Avenue alignment, railroad track removal on Maple Street, designation of fourth recreational center as an "undetermined location," the City's joint venture with the Boys and Girls Club, and street light improvements. He indicated Councilmembers' suggestions had been incorporated into the Program where possible and that the Program was scheduled for adoption on June 20, along with the FY 94-95 budget. Budget Overview The City Manager summarized the major objectives of the FY 94-95 budget including but not limited to: maintaining the construction schedule for the Police Administration and Holding Facility, initiating construction of the Rosita Park Recreation Center, pursuing Federal designation as an Enterprise Community, beginning the environmental process for the widening of Grand Avenue, implementing an Artists Village project, continuing the Proactive Rental Inspection Program and eliminating deferred infrastructure maintenance, completing the first phase of the Westminster widening project, constructing a bird aviary at the Zoo, aggressively combatting graffiti, and continuing implementation of various internal City programs such as affirmative action, quality service, and improved voice and data systems. He noted the proposed FY 94-95 total annual budget of approximately $279 million, with a General Fund of more than $126 million, was 15% lower than FY 93-94. General Fund City Manager Ream explained that an approximately $13 million General Fund deficit had been covered by personnel cuts and administrative adjustments, shifting Code Enforcement costs to the Community Development Block Grant budget and tree and median maintenance costs to the Sanitation Enterprise fund, transfer of Workers Compensation funds into the General Fund, and sale of a reservoir. He indicated that if the City were further impacted by the State budget, or the economy continued to decline, a mid-year budget adjustment would be required. CITY COUNCIL MINUTES 136 JUNE 6, 1994 WORK STUDY SESSION Ream reviewed the various charts in the Proposed Budget booklet, highlighting Santa Ana's ratio of employees to population (5.1), the lowest of California's 11 largest cities. He noted Santa Ana's population had grown from 200,000 in 1980 to more than 300,000 in 1994, while the City workforce had declined steadily since 1986, clearly demonstrating increased organizational efficiency. Various staff members reviewed new fees and proposed increases for the following: Ward maps CC & R registrations Final Tract Map amendments Preliminary Site Plan Reviews Field Plan Checks Gold Seal Incentive Program Temporary Library cards Various recreation fees Miscellaneous fees Water and sanitation rates Councilmembers expressed reservations concerning increased charges for pool use, new charges for temporary library cards, and reduction of pool operating hours. Fire Chief Bud Carter reviewed the Fire Inspection fee revenue, as well as the process used by the Department and the billing procedures. The Council requested the Fire Chief detail the Fire Inspection fees and procedures in an information packet. City Manager Ream and Police Chief Paul Walters discussed Alarm Fees. Following discussion, staff proposed to eliminate the fee for residential burglar alarms and reduce the annual fee for businesses from $30 to $25. Ream indicated that the proposal would permit the City to reinstate 17 cadet positions in the Police budget, help pay consultant costs for Permit Parking Districts, and eliminate the Parking Permit Fee. Jeff Hamilton expressed concerns regarding privacy and asked why the Police Department needs to know what type of an alarm is installed. Chief Walters explained that knowledge of the equipment in use helped the Police Department to reduce responses to false alarms. The City Manager responded to various questions concerning the budget from the Council, noting that Great Western sanitation fees would be discussed as part of an in-depth work study session on recycling. He then summarized the budget presentation. The Council joined with Councilmember Mills in complimenting him and staff on preparing an excellent budget in light of difficult economic conditions.
