Councilmember McGuigan offered the following amendments to the motion:
- incorporate the reconstruction of McFadden Avenue from Flower Street to
Main Street in the 1994-95 Capital Improvement Budget;
- restructure the Alarm Fee by eliminating the fee for residential systems
and reducing the fee for business systems from $30 to $25 per year;
- eliminate the permit parking fee;
- eliminate the proposed temporary library card fee;
- retain the Police Cadet Program at the FY 93-94 staffing level;
- maintain the pool admission charges at the current level; and
- keep all available pools open seven days a week during the summer.
The Chair ruled the above amendments would be incorporated into the Motion.

to the City and that the use of funds of the Community Redevelopment Agency of the
City of Santa Ana for construction of said recreation center will assist in the
elimination of one or more blighting conditions; and consenting to the use of funds of
the Community Redevelopment Agency of the City of Santa Ana to pay a portion of
the cost of constriction of said recreation center - Community Development Agency

determining that the funding of the acquisition and rehabilitation of the Southern
Counties Gas Company Property and the Grand Central Property located in the City

Mayor Young referred Gassman to the City Manager and City Attorney for solution of the
Association's dilemma.
Steve Silver, representing the Santa Ana Police Management Association, requested the current
negotiations between the City and the PMA be extended to allow resolution of a conflict regarding
alternative work schedules.
90.B. CITY COUNCIL COMMENTS
Councilmember Moreno:
- thanked the persons who had supported him in his recent 69th assembly district race;
- was informed by Planning and Building Agency Executive Director Robyn Uptegraff
that the National Sports Grill's application for a variance and conditional use permits
would be considered by the Planning Commission on June 27, 1994;
- inquired as to when the City's contract for collection of traffic fines would expire
(Finance and Management Services Executive Director Rod Coloma indicated he would
investigate and respond);
- inquired as to when the City's animal shelter contract would go to bid; and
- requested staff perform a traffic study on Wright Street at the intersection of Wright
and First Streets.

COMMENTS
Mayor Pro Tem Pulido noted that drug activities seemed to be increasing in the alleys in the
Downtown and requested increased Police enforcement in that area. Pulido updated Council
regarding the City's efforts to decrease overcrowding. He reported that while the City had been
unsuccessful in getting State legislation passed, he and staff were pursuing an administrative solution
to the problem which had the support of the League of California Cities and Fire Services throughout
California.
Councilmember Lutz:
- thanked staff for its outstanding efforts in developing the fiscal year budget;
- reported a new publication GOOD NEWS TODAY would be published quarterly by
the Santa Ana Chamber of Commerce; and
- inquired regarding the status of the Artists Village Project in downtown Santa Ana.
Community Development Agency Executive Director City Nelson responded that three
units had already been leased by artists.
Councilmember McGuigan encouraged the listening audience to support a local youth soccer group,
the COBRAS, through attendance at a magic show fundraiser to be held on June 26 at Spurgeon
United Methodist Church.
In response to Mayor Young's inquiry, Recreation and Community Services Agency Executive
Director Allen Doby reported that the City's first commitment for use of Thornton Park was to girls
softball practice and games.
