S MAIN STREET REDEVELOPMENT PROJECT AREA AMENDMENT Public hearing to consider an amendment to the South Main Street Redevelopment Plan proposing to extend the Plan's time frame for incurring debt through January 1, 2014 and to September 2007 for using eminent domain as authorized by the California Community Redevelopment Law, to modify the finance limits established in the Plan to $2 billion, and to provide for additional public facility and infrastructure projects to be implemented in order to complete redevelopment of the Project Area. Legal Notice published in the Regismr on May 8, 15, 22, and 29, 1995 Planning Commission approved conformance of the amendment to the City's General Plan and certification of the Environmental Impact Report on April 10, 1995 by a 6/0 vote with Doughty absent The Mayor opened the joint public hearing regarding the South Main Street Redevelopment Project Area Amendment at 5:36 p.m. Presentation of staff report and staff comments by Community Development Agency Executive Director Cindy Nelson Presentation of written communications in support of the proposed amendment by Clerk of the Council Janice C. RESOLUTION 95-024 - A resolution of the City Council of the City of Santa Ana certifying final environmental impact report for the Amendment to the Santa Ana South Main Street Redevelopment Plan, making certain findings with regard to the environmental effects of that project, and adopting a mitigation monitoring program for that project - Community Development Agency MOTION: McGuigan VOTE: AB SENT: SECOND: Moreno AYES: Espinoza, Lutz, McGuigan, Moreno, Richardson NOES: None Mills, Pulido Place ordinance on first reading and authorize publication of title. The Brown Act permits the City Council to discuss certain matters without members of the public present, provided the items to be discussed are posted 72 hours prior to the City Council meeting. City of Santa Ana, Orange County Superior Court Case No. 71-73-26, in the amount of $13,500 Porter v.
