RECOMMENDED ACTION
Adopt a resolution that amends the City's Basic Management Classification
and Compensation plan (No. 91-066) and amends the Fiscal Year 2006-07
Annual Budget.
DISCUSSION
The Assistant City Manager performs highly responsible administrative work
assisting the City Manager in planning, coordinating and directing the
activities of the City and serving as the City Manager in his absence. As
this position is instrumental to the effective management of City
operations, the salary rate assigned to this classification must be
competi ti ve in the labor market and internally equitable in order to
attract and retain qualified candidates. A recent salary review reveals
that the Assistant City Manager's salary is below the market average for
comparable positions and is also out of alignment in relation to other
executi ve management classifications. As a result, the City Manager is
requesting a 5% salary increase for this classification.
FISCAL IMPACT
The cost for the proposed increase is $6,770 for the remainder of the
fiscal year.

RESOLUTION NO. 2006-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA TO AMEND RESOLUTION NO. 91-066 TO
PROVIDE AN INCREASE IN SALARY FOR THE
EXECUTIVE MANAGEMENT CLASSIFICATION OF
ASSISTANT CITY MANAGER (EM).
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1: The City Council hereby finds, determines, and declares as follows:
A. Section 1004, Article X of the City Charter of the City of Santa Ana
requires the City Manager to prepare, install, and maintain a position
classification and pay plan subject to civil service rules and regulations
and the approval of the City Council.
B. On July 1, 1991, the City Council passed and adopted Resolution
No. 91-066, re-establishing the Basic Classification and Compensation
Plan for classes of employment designated as Executive Management
(EM) and Middle Management (MM).
C. It is proposed that the salary level for the executive management
classification title of Assistant City Manager be increased in order to
maintain internal pay equity relationships and attract and retain qualified
candidates.
D. It is now desired to amend Council Resolution No. 91-066, as amended, in
order to effect these changes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA:
Section 2: That Section 3A of Resolution No. 91-066, as amended, is hereby
further amended by providing an equity adjustment to the following classification title:
