Robert Henson, Sr., and Dave Lopez expressed support for the establishment of the Riverview
West Permit Parking District.
Mayor Pulido requested staff make a presentation to the Community Oriented Policing (COP)
organization detailing the permit parking procedures.
In response to Councilmember McGuigan's inquiry, Public Works Agency Executive Director Jim
Ross indicated staff would inform residents of the multi-family buildings located in the 500 block
of S. Genoa Avenue regarding the new permit parking procedures.
Mayor Pro Tern Richardson requested Ross evaluate the feasibility of an ordinance on citywide
permit parking.

PUBLIC COMMENTS
The following persons spoke regarding preservation and protection of the Dr. Howe-Waffle
House, a Downtown historic building, and requested the City to negotiate the purchase of the
Howe-Waffle site on behalf of the Santa Ana Historic Preservation Society at the Orange County
property sale scheduled for January 10, 1996:

Robert Politiski, representing the First Presbyterian Church located adjacent to the Howe-Waffle
site, expressed interest in the site for possible uses affiliated with the Church's mission, and
reported two letters had been sent to the Council outlining the Church's position.
Councilmember Mills requested staffto place the Santa Ana Historic Preservation Society's
request on the February 5 Council Agenda for Council approval. She volunteered to work with
the Presbyterian Church to identify other Downtown sites for Church use.
Councilmember Moreno suggested the Historic Preservation Society be allowed to file a late
application for FY 95-96 Community Development Block Grant funds to help with the purchase
of the Howe-Waffle site.

Mayor Pulido requested staff`to investigate legal options that would allow the City to assist the
Historic Preservation Society and the Presbyterian Church with their requests.

Miles Leach expressed dissatisfaction with the Council's approval of Item 65.A., Traffic Plan
Procedures, and possible discriminatory impacts resulting from implementation of the Procedures
as written.
Sal Juarez expressed anguish over the recent shooting of a young Hispanic gang member, Jos6
Juan Pulido, by a Santa Aha Police Officer.
90.B. CITY COUNCIL COMMENTS
At Councilmember Lutz' request, Police Chief Paul Walters provided updated statistics regarding
illegal discharge of firearms during the Holidays, indicating an overall decrease in the activity.
Councihnember Mills noted a significant need for infrastructure improvements and additional code
enforcement in the Logan area and suggested 1027 N. Custer be rezoned to residential use.

AS ORANGE COUNTY REPRESENTATIVE TO LOCC BOARD
Mayor Pro Tern Richardson reported Councihnember McGuigan had announced her candidacy
for election to the League of California Cities' Board of Directors as the Orange County
Division's representative and asked the Council to formally endorse her candidacy.

CITY COUNCIL COMMENTS (Continued)
Mayor ProTem Richardson echoed Councihnember Mills' comments regarding the need for
infrastructure improvements in the Logan area, lauded Santa Aha Police Lieutenant Dave Nick
and the Task Force working to improve the French Park/French Court neighborhood, and
suggested the City work with the Santa Aha Unified School District regarding joint programming
of activities at the District's former administrative headquarters on French Street.
Councilmember McGuigan encouraged Councihnembers to attend the January 1 lth League
meeting at which the Orange County representative would be elected by League Division
members in attendance.
