(See Minutes page 36.) ***END OF CONSENT CALENDAR~'** BUSINESS CALENDAR Scott Morgan, speaking on behalf of the Santa Aha Historical Preservation Society, thanked the Council for approving the purchase of the historic Dr. Howe-Waffle House site (Item 30.B.). MINUTES Neighborhood association representatives Ed McKie (French Court) and Debbie McEwen (French Park) expressed concern that the January 16th Council action directing staffto increase on-street parking on Main Street would bring increased traffic, noise, and pollution to neighborhoods adjacent to Main Street. (See Minutes page 21.) Councilmember Moreno related his intention to vote No on the above item, his objection to taking the action outside of the Council Chambers, and his ultimate decision to abstain on the matter. Moreno also opined that less stringent development standards and parking requirements are more effective attractions for businesses than on-street parking. PUBLIC COMMENTS The following persons expressed disappointment and frustration over the Council's denial of Amendment Application 95-008 on January 2, 1996 (see Minutes page 15) and stated that the Logan area's mixed industrial and residential zoning made selling or improving properties impossible, which was contributing to the neighborhood's deterioration: Veronica Ruiz Irene Ruiz Marlo Ruiz Esther Hernandez John Baxter Linda Echandi Mayor Pulido requested staff.meet with John Baxter to see what might be done about traffic problems and code violations on properties adjacent to Baxter's. Tina Oda alleged global positioning satellites were negatively impacting the child care center at Fifth and Fairview Streets. CITY COUNCIL MINUTES 40 FEBRUARY 5, 1996 90.B. CITY COUNCIL COMMENTS Councilmember Mills requested staffi - research a trial program in Redwood City to detect gunfire sources, for possible implementation in Santa Ana; proceed as rapidly as possible with zone changes in the North Main Street area adjacent to the Interstate-5 freeway; and - investigate possible sign code violations by the Gonzales Market at Main and Edinger. Mills also noted the November 20, 1995 Council Minutes showed Councilmember Moreno had made a motion for a vote at a Council Study Session held in the Library despite Moreno's expressed objection to voting outside of the Council Chambers. Councilmember Espinoza commented that the Council practice of meeting at untelevised study sessions created a public perception that the Council is acting behind "closed doors." Mayor Pro Tem Richardson: - congratulated the COPS Task Force on the 41% crime reduction in the area west of the railroad to Flower Street between 1 st and 17th Streets; reported on his attendance at a briefing on police methods to decrease trafficking in illegal documents and expressed appreciation to those federal agencies combating this crime in Santa Ana; and requested staff notify neighborhoods and the public of upcoming traffic delays resulting from the McFadden Avenue rehabilitation project between Flower and Main Streets (scheduled to begin February 12, 1996). Councilmember McGuigan: - noted the success of the February 3rd Black History Parade in spite of rain; - reported the structural crane for the new Federal Courthouse was in place and encouraged the public to view the project's construction; and - reiterated her request for staff to investigate the Comcast Cablevision rate increase imposed without public notification. CITY COUNCIL MIINUTES 41 FEBRUARY $, 1996 Councilmember Moreno: asked that a $2 million renovation project in the Artists Village requiring only Community Redevelopment Commission approval be brought to the Council for consideration; suggested Comcast might attract more customers by publicizing that rates could be lower if more households were enrolled for the service, then noted that cable television rates could be regulated by the Council when market penetration rate reached 30%; - requested increased Police patrol in the Sandpointe and Bristol Manor neighborhoods; - requested Council study sessions be televised; informed residents of issues with financial impacts that would be addressed at upcoming budget study sessions including increased water and sanitation rates, and a recommendation from staffthat the Great Western Reclamation trash contract be extended for 10 years without going out for competitive bids; and - asked the Council to support a request he jointly proposed with Councilmember Espinoza for the Police to aggressively enforce curfew laws.
