Guy announced the City Council would convene its regularly scheduled meeting in the 2nd Floor Conference Room of the Santa Ana Library, 26 Civic Center Plaza at 6:10 p.m. She declared the City Council meeting adjourned to that time and place. CONDITIONAL USE PERMIT FOR CARE HOMES - HISTORIC FRENCH PARK - SPECIFIC DEVELOPMENT DISTRICT 19 (Placed on first reading on July 1, 1996 by a 7/0 vote) Published in the Orange County Reporter on July 5, 1996 In view of Councilmember Esp~noza's and Moreno's standing policy of not voting outside of Council Chambers, Chairman McGuigan directed the Clerk of the Council to place the following ordinance on the August 5 Council Agenda since there would be insufficient votes to take action on the item (a minimum of four votes are required for any action of the Council): ORDINANCE NS-2295 - An ordinance of the City of Santa Ana amending Specific Development Plan No. 19 to allow care homes in the French Park Historic District subject to the issuance of a conditional use permit - Planning and Building Agency FILE CA WORK STUDY SESSION MAIN STREET CORRIDOR DEVELOPMENT Community Development Agency Executive Director Cindy Nelson explained staff's discussion at this session would focus on parking in the Mid-Town area of Main Street. Downtown Development Manager Roger Kooi outlined the boundaries of the three major subdistricts of the Mid-Town Main Street area (Civic Center, Financial, and Community Commercial) and indicated he would present staff's recommendations and discuss parking and related issues by district. He explained that parking involved three elements: .Municipal Code regulations, lender requirements, and individual business needs. In the Civic Center District (Civic Center Drive to 10th Street), Kooi explained staff was recommending either sufficient Cede-required on-site parking, or payment of an in lieu fee ($600/space/year) to substitute for required parking spaces, or a combination of both on-site parking and in lieu fees. He detailed the benefits to businesses of using in lieu payments and further noted a number of businesses in the Mid-Town area were exploring establishment of a parking assessment district. In the Financial District, Kooi stated staff was recommending a similar policy of on-site, in lieu, or a combination of both elements. For the Community Commercial District he explained staff's recommendation was for on-site parking only and the use of variances (where parking spaces were insufficient) applied on a case-by-case basis. CITY COUNCIL MINUTES 230 JULY 15, 1996 Kooi additionally reviewed an Action Plan to establish the in lieu parking fee, payment and collection process, related the history of Parking Assessment District No. 246, and responded to Councilmembers' questions. RECESS - 6:59 P.M.-7:08 P.M. Councilmember Mills left the meeting at 7:00 p.m. URBAN RAIL CORRIDOR INVESTMENT STUDY Orange County Transportation Authority Director of External Affairs Bill Hodge briefed the Council on the Authority's plan for traffic improvements as a result of the passage of Measure M, the 1% sales tax for transportation projects. He indicated that originally the Authority planned to concentrate on freeways for the first 10 years and rail transportation the second 10 years, but that in order to qualify for federal transportation funding that would shortly be available, the Authority was soliciting input regarding a number of alternatives involving both freeway and rail construction. Hodge outlined the schedule leading to adoption of a Corridor Plan in November and requested the Council provide feedback to the Authority in August. David Levinson from PBQ&D, a traffic engineering consulting firm, outlined the components of six alternatives for a traffic corridor running from Fullerton to Irvine, discussed such issues as number of daily trips and construction and maintenance costs, and responded to Councilmembers' questions. He noted that an elevated system would cost $60 million per mile while an underground rail system would cost more than twice as much ($150 million per mile). Councilmember Moreno suggested widening streets would be preferable to installing a rail system. Jim Kendrick, from the French Park neighborhood, registered his preference for light rail as opposed to a heavy rail system and expressed concern that an elevated system would deface historic buildings. CLOSED SESSION The Brown Act permits the City Council to discuss certain matters without members of the public present, provided the items to be discussed are posted 72 hours prior to the City Council meeting. Chairman McGuigan requested the Council meeting be adjourned in honor of California Highway Patrol Officer Don Burt who was slain on July 13 by an unknown assailant during a routine arrest.
