Drive, adjacent to and on the weBt side of the Santa Ana River, described

The purp~5e of the appraisal was to estimate the M.arket Value of the subject
properties for acquisition purposes, Property rights appraised arc the fee
simple estate assuming the propcrty to be free and clear of all liens, under

Pursuant to your authorization I have made an Appraisal of the properties
located on south side of Edna Drive adjacent to west of the Sunta Ana River. Acceptable
Legal Description to be provided by the City of Santa Ana.
Purpose of this Appraisal VIas for an opinion of the Market Value of properties
under appraisement on September 1, 1969, the. Date of Value. Market Vulue and other
related terminology is defined on Puge 7, as well as Purpose of Appraisul and Property
Rights Appraised.
Subject Properties and Comparable Murket Data were personally inspected. The
Appraisal has been made in conformity with the Rules of Professional l;thics of the
American Institute of Real Estate Appraisers, Society of Real I:-state Appraisers, and the
National Association of Independent Fee Appraisers.
Based upon my investigation, analysis and experience as a Real Estate

Northwest Santa Ana Hill soon have a Santa Ana River "greenbelt"
park thanks to a recent agreement between the Orange County Flood Control
District and the City of Santa Ana, it is announced by Robert W. Battin,
Supervisor, First District and Jerry Patterson, newly elected Mayo~ of
Santa Ana.
A ceremony oarking conclusion of the agreement took place on April
16 'tvhen Battin, representing the Board of Supervisors, fomally presented
a copy of the agree~ent to the Mayor and City Council of Santa Ana. Alsu
participating in the event was H. C. Osborne Chief Engineer of the Flood
Control District.
Consisting of 2.5 acres on Edna Drive adjacent to the Santa Ana River,
the park site is to be developed by the City as a restful neighborhood
picknicking and playground area. Included will be a recreation building
and an esquestrian and bicycle trail stop (see attached sketch). A
special feature will be a paved walkway-bikeHay connecting the park with
existing Alana Park on the east side of the river where additional facil-
ities, including active sports, are available.
Hayor Patterson points out that the ne~v fa.;ility will be the 'Jnly
park in Santa Ana north of 17th Street, west of the river; therefore, it

will fill an acute need for a community center in that area. Car access
to the park will be from Fairview Street east on Edna Drive, which 1s
located midway between Trask Avenue and 17th Street (see attached map).
Construction of the park, according to Patterson, is contingent upon al-
location of matching funds irom the County; however, prospects appear
good that ",.,tork can begin in Octob~r of this year.
Supervi~or Battio, who took a leading role tn forging the agreement,
says the City has the right to use the property for park purposes for
25 years, as long as flood control needs do not require the property.
After 25 years, the City ~.;i11 have first option to buy the property..
Confirming Patterson's statement about financing, Battin indicates
the estimated cost of $111,860 will be shared 50-50 between the County
of Orange and the City of Santa Ana, probably through the use of revenue
sharing funds. He further comments that this cooperative funding and
and property sharing bet~een the Count~ City and District is positive
evidence of increasing collaboration by government entities for the
public good.

The Board of Recreation and Parks wholeheartedly endorses the pro-
posed agreement with the Orange County Flood Control District for
the acquisition of a twenty-five year lease for property located
adjacent to the Santa Ana River and fronting on Edna Drive.
With the development of this parcel, it will create a small park
for use of several thousand people who presently have no facili-
ties whatsoever. It will also be a part of the Greenbelt concept
relative to hiking and riding trails with access across the Santa
Ana Rivet to link up with Alona Patk.
We sincerely hope that funding can be provided to complete this
site in the forthcoming budget.
