that might be taken to allow retention of current parking standards for their property in the event
a catastrophe required their structure to be rebuilt.

Councilmember McGuigan expressed concern that heavy processing recycling was a permitted
use in the Light Industrial Use District.
Mayor ProTem Richardson expressed concern regarding the applicability of a Professional Use

the AT & SF railroad track.
Planning and Building Agency Executive Director Robyn Uptegraff responded, addressing both
the Councilmembers' and the Stevens' concerns.

PUBLIC COMMENTS
John Raya reported that TKO, a boxing program for Santa Ana youth partially financed by
Community Development Block Grant funds had been "defunded," and requested the Council's
assistance in restoring funding for the program.
Sean Mill opined that Planning Commissioner Steve Oliver's employment by Pacific Relocation
Consultants, a firm that does business with the City, resulted in a perception of a conflict of
interest and suggested Councilmember Lutz rethink Oliver's appointment to a second term.
Sal Juarez commented a recent Orange County Register editorial had reported Santa Ana owed
$10 million to the taxpayers as a result of the passage of Proposition 218. City Manager Ream
indicated the information in the Register was wrong.
Margaret Farris reported her educational progress at Fullerton College and suggested more
money should be spent on education.

Councilmember Lutz:
- requested staff ensure communication lines with Koo's Cafe are kept open;
- thanked those who had supported his re-election;
- noted Santa Ana was becoming renowned in the arts community;
- wished Miles Leach, a constituent who had recently suffered a fall, a speedy
recovery; and
- to the listening audience, a Happy Thanksgiving.
Mayor Pro Tem Richardson:
- requested staff provide the Council with a report on the TKO Boxing Program;
- noted the Boys and Girls Club was sponsoring a special Thanksgiving dinner for
105 families on November 26 and a Silent Auction on December 1, indicating
interested persons should call the Club for information; and
- opined the actions of the Council and Redevelopment Agency relating to Main
Street demonstrated positive motion toward its revitalization.
Councilmember McGuigan:
- reported she had recently assisted in the dedication of the Court of Serenity
at Fairhaven Memorial Park and also appeared in a television commercial
involving herself and members of the Santa Ana Fire Department.
Councilmember Moreno:
- thanked those who had supported him and Roman Palacios and Hector
Olivares in the recent election, then clarified a number of misstatements in
election flyers;
- congratulated Aida Espinoza on her election to the Santa Ana Unified
School District Board; and
- wished everyone a Happy Thanksgiving.
