PUBLIC COMMENTS
On behalf of "Project Safe Baby" Chair Bradley Harmer, Councilmember McGuigan showed an
original Thomas Kincaid painting as one of several donated items to be auctioned on June 6 at
6:00 p.m. at the Santa Aha Southwest Senior Center to raise funds to purchase baby car seats for
low-income families.
George Estrada urged the Council and residents to support Immigration & Naturalization Service
efforts to promptly deport illegal aliens who commit crimes, and opined that Congressional
representatives, not City officials, should be advocating for Santa Ana's share of federal dollars.
James Kendrick opined the renovation of the West Coast Theatre building on Main Street had
defaced this historical structure and urged the Council and staffto guard against the loss of other
City landmarks.
Florence Leach invited the Council and the listening audience to the Tri-City (Santa Ana-Orange-
Tustin) Memorial Day celebration to be held on May 26, 1997 at the Santa Ana Cemetery starting
at 10:00 a.m.

CITY COUNCIL COMMENTS
In response to Councilmember Moreno's queries:
City Attorney Joseph Fletcher indicated staff will provide its findings
regarding the feasibility of a "shopping cart" ordinance by June 2, 1997;
and
Mayor Pulido suggested staff prepare a report on the legality of a neighborhood
association receiving money from a developer to pay for infrastructure
improvements and other mitigation measures.
Councilmember Espinoza:
reported presenting a Key to the City to Father Al and Father Christopher
of St. Joseph's Church and members of the Franciscan clergy who organized
the "Virgin of Zapopa's" recent visit to Santa Aha, and thanked the Police
Department for its excellent work on managing traffic for the event; and
related his participation at a recent Santa Clara Day Nursery event at the
Alberto Salgado Community Center and commended the Recreation &
Community Services staff and the Nursery nuns, parents, and children for a
job well done.

Councilmember McGuigan related constituent concerns that certain events at City parks create a
parking problem in adjacent neighborhoods and requested City Attorney Fletcher to investigate
possible mitigation measures such as establishing temporary "permit parking only" areas in
impacted neighborhoods during those events.
Councilmember Lutz:
described the attractions to be featured at the Santa Ana Cemetery Memorial
Day celebration including vintage WWII aircraft (a P-51 Mustang and a B-25)
and an 1890 Gatlin gun;
announced the Santa Ana Historical Society Home & Garden Tour would
be held on May 31 and June 1, 1997 to raise funds for the Society's efforts
to preserve Santa Ana's historic buildings;
- requested staff to look into a blighted condition at 1043 W. Civic Center;
indicated Councilmember Moreno's earlier query (which the Mayor referred
to staff) may have been prompted by the Bristol Park project and the affected
residents' request for the required project landscaping to be located within
their neighborhood;
- commended Alberta Christy for her work on the recent "Celebrate Santa
Ana" neighborhood associations' family picnic at Centennial Park.
In response to Councilmember Franklin's queries, City Attorney Fletcher and Planning & Building
Agency Executive Director Uptegraff explained the City's historical building ordinance largely
ensured structural integrity, and historical building aesthetics, such as color and facade, could be
regulated through the General Plan Conservation Element. Franklin also:
reported receiving a rash of complaints about South Main Street area mail
boxes being broken into and urged the media, particularly the Spanish-language
media, to warn their readers about the increasing incidence of mail theft;
relayed requests from the Sandpointe, Morrison, and West Floral Park
neighborhoods for landscaped walls and suggested staff meet with
representatives from these neighborhoods, including the Hana Kiki
Apartments' owner;
- reported "Pick Up Stix," a new Chinese restaurant, had recently opened at
Bristol and Memory Lane; and
- urged Santa Ana residents to support and patronize Santa Ana businesses.

Mayor Pulido:
reported the City had received a $105,000 grant from the U.S.
Department of Justice for a Community Oriented Policing (COPS)
Loitering and Public Disorder Reduction Program to be implemented
by the City in collaboration with the French Court, French Park
neighborhoods, St. Peter's Evangelical Church, Wdlard Intermediate
School, Garfield Elementary School, and Saint Joseph's Catholic Church;
- thanked Police Chief Paul Walters and Washington-based COPS Director
Joe Brann for their successful efforts in securing Program funding; and
- commended the neighborhood associations and all those who participated in
the community workshops which launched the Disorder Reduction Program.
