A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA APPROVING THE BY-LAWS FOR THE
ENVIRONMENTAL AND TRANSPORTATION ADVISORY-
COMMITTEE

THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby finds, determines and
declares as follows:
A. The Environmental a nd Transportation Advisory Committee ("ETAC") was
established by the City Council in its Resolution 91-112, to act in an advisory capacity
with respect to transportation plans, policies and programs, as well as environmental
matters such as solid waste, water resources and urban forest issues.
B. ETAC desires to adopt bylaws to clearly set forth the powers and duties of
the members and officers, as well as to establish guidelines governing its meetings.
C. Pursuant to its proposed bylaws, adoption of the bylaws and amendments
thereto must be approved by a 66% affirmative vote of the Committee with approval of
the City Council.
Section 2. ETAC members voted unanimously to adopt the proposed bylaws at its
regularly scheduled meeting of September 11,2003, and is now presenting said bylaws
to the City Council to be approved.
Section 3. The Clerk of the Council is hereby instructed to certify said bylaws and
cause the same to be filed and kept in the principle office of the City Council of the City
of Santa Ana, 20 Civic Center Plaza, Santa Ana, California, for inspection by all persons
interested therein, and to the public generally.
Section 4. A copy of the newly adopted bylaws is hereby attached and incorporated
herein for reference.

COMMITTEE BYLAWS
ARTICLE I - PURPOSE
The Environmemal and Tnmsportation Advisory Committee, hereinafter referred to as the
Conunitte~, was established by the CRy Council, in its Resolution No. 91-112 to a~t in an

ARTICLE H - POWERS AND DUTIES

ARTICLE HI - OFFICERS
1. The officers shall be a Chair and a Vice-Chair, elecaed by the members ~t the January
meeting ofth~ Committee,
2. A Secretary and Legal Counsel shall be appoimed from

ARTICLE IV - MEETINGS
I. The regular meeting shall be held each montlL the date end hour to be set by the C~.
2. Special meetings may be called ~t the direction o£the Chair, or at the requ~t off~e
members, for the transaction oflmsin~s as stated in the call for the meeting.
A quorum for ~he transaction of business at any meeting shall consist ora majority of
currently appoint~ board members.
An atrunmtive vote of the n~ority ofmembera pre~nt shall be nece~ary to approve any
action before ~ Committee.

The Secretary will automatically rccord an aberration on the minutes for any member that
was absent at the previous meeting.
7. Excused abaenoes shall be defined as any absence received by ~ Executive Director,
Secretary, or the Cheir bet'ore commencement of the meeting.
In as much as it is the desire of this Con~ittee to have a fu~l oommitment bom each
member, the Committee shall review, on a case by ca~e basis, instances of three ~nsecutive
absences (whether or not excused) or fo~t total absences during a calendar year.
ARTICLE V . SUBCOMMITTEES
Thc Chair shall appoint a subcommittee of one or more members each for such specific
purposes as the business or'the Committee may require f~om time to time. The ~bcommittee
shall be considered to be dtscluu'ged upon the completion of the purpose for which it was
appointed an~ a~er the tlnal report is made to the Committee,
