RECOMMENDED ACTION
1. Adopt a resolution authorizing the City Manager and the Chief of
Police to execute a grant award agreement with the United States
Department of Justice, Office of Community Oriented Policing Services
(COPS) for $98,723.
2. Approve an Appropriation Adj ustment accepting and appropriating the
COPS 2006 Technology program grant funds in the amount of $98,723.
DISCUSSION
The United States Department of Justice, Office of Community Oriented
Policing Services has awarded the Police Department the 2006 Technology
Program Grant. The grant will assist the Police Department Forensic
Firearms Unit, which is rated one of the best in the nation with its IBIS
hit rating. The grant funds will be used to upgrade to the current
comparison microscope, as well as purchase a secondary comparison
microscope, desks for firearms evidence analysis, a remote firing device,
and ballistic rifle and pistol transport cases. The funding will also
provide a live-feed connection with a second examiner to assist with the
comparison verification process, without having to physically drive the
evidence to the assisting agency and back. These technological upgrades and
purchases will increase the productivity of the Unit, thus providing
investigators, district attorney's, assistant U.S. attorneys and the courts
with crucial forensic facts much more rapidly. This has positive
ramifications on the community and will directly aid In the expedited
prosecution of violent firearms related crimes.

FISCAL IMPACT
The appropriation adjustment will enhance the Police Department's COPS 2006
Technology Revenue Account (account no. 127-01-5359-5) by an amount of
$98,723 and the expenditure appropriation for Police Department's COPS 2006
Technology Expenditure Account (account no. 127-358-various).

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA AUTHORIZING THE CHIEF OF POLICE TO
EXECUTE A GRANT AWARD AGREEMENT WITH THE
UNITED STATES DEPARTMENT OF JUSTICE, OFFICE
OF COMMUNITY ORIENTED POLICING SERVICES
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby, finds, determines and
declares as follows:
A. The Santa Ana Police Department has been awarded a COPS 2006
Technology grant in the amount of $98,723.00 to fund specific technology
expansions to assist the Santa Ana Police Department's Forensic Firearms
Unit.
B. The new grant funding will be used to upgrade comparison microscopes
and firearms evidence analysis equipment, and provide a live-feed
connection with a second examiner to assist with the comparison
verification process. These technological upgrades will increase the
productivity of the Unit, provide investigators, prosecutors and the courts
with crucial forensic evidence more rapidly, and aid in the expedited
prosecution of violent firearms related crimes.
Section 2. The City Council of the City of Santa Ana hereby authorizes and directs
The Chief of Police or his designee to execute the grant award agreement with the
United States Department of Justice, Office of Community Oriented Policing Services
(COPS).
Section 3. The City Council of the City of Santa Ana hereby appoints the Chief of
Police, or his designee, as agent for the City of Santa Ana to conduct all negotiations,
execute and submit all documents, including but not limited to applications, agreements,
amendments and payment requests which may be necessary for the acceptance and
maintenance of the aforementioned grant.
Section 4. This Resolution shall take effect immediately upon its adoption by the
City Council, and the Clerk of the Council shall attest to and certify the vote adopting
this Resolution.
