Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an agreement with DMJM Harris - AECOM for engineering services in the amount not to exceed $1,038,800 for widening of First Street Bridge over the Santa Ana River. 2. Approve an appropriation adjustment accepting funds in the amount of $1,150,660 from the California Department of Transportation (Caltrans) into the Federal Highway Bridge Replacement Program Fund (account no. 59-01-5343) and appropriating funds to the Select Street Construction Fund (account no. 59-551-6631). DISCUSSION The First Street Bridge over the Santa Ana River currently consists of two lanes in each direction. Adjacent roadway segments have three lanes in each direction. Improvements will include widening the bridge to accommodate three lanes in each direction. The proposed widening will also enhance public safety by providing sidewalks on the north and south side of the bridge. The City submitted applications to the Orange County Transportation Authority (OCTA) under the Growth Management Area and Master Plan of Arterial Highway programs as well as Caltrans under the Highway Bridge Rehabilitation and Replacement (HBRR) program and received approval for funding to widen First Street Bridge. OCTA and Caltrans are providing funding for the design, right-of way acquisition and construction phases of the proj ect. Staff is requesting the appropriation adjustment to recognize the awarded HBRR design funds totaling $1,150,660. 25N-1 Agreement With DMJM Harris - AECOM For Engineering Services For First Street Bridge Widening November 20, 2006 Page 2 Staff has solicited proposals for engineering services for the widening of the First Street Bridge. Qualified firms were contacted and four firms submitted proposals. Personnel from the Public Works Agency evaluated the proposals. Each firm was rated according to its qualifications, past experience and capacity to perform the required work. The fee proposals for the top two firms were opened. The ratings for all four firms and fees for the top two firms are as follows: SCORE FEES DMJM Harris - AECOM The HNTB Companies Willdan & Associates IDC Consulting Engineers, Inc. 95 94 79 60 $989,332 $1,053,833 Because of the experience of key personnel, client satisfaction, a competitive fee proposal and their score, it is recommended that the firm of DMJM Harris - AECOM be retained to perform the required services in the not-to-exceed amount of $1,038,800, which includes a 5% contingency. ENVIRONMENTAL IMPACT In accordance with CEQA, the project.
