YMANAGEP FILE NUMBER RECOMMENDED ACTION Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an agreement with Securitas Security Services USA, Inc. for security guard services for a two-year period with provision for three one-year renewals, in the annual amount not to exceed $413,000. DISCUSSION Security guard services are required at various locations throughout the City, including The Depot at Santa Ana, the Santa Ana Zoo at Prentice Park and the Corporate Yard. The intent of the service is to protect property, provide a safe and orderly environment within City buildings and adjacent areas, as well as assist the public when conducting business with the City. A Request for Proposals was advertised on September 18 and 20, 2006, and proposals were solicited. A summary of the proposals requested and received is as follows: 14 Request for Proposals mailed 1 Request for Proposal mailed to Santa Ana vendor 3 Proposals received 1 Proposal received from a Santa Ana vendor Proposals were received, opened on October 3, 2006, and evaluated (Exhibit 1). The proposals were evaluated in five areas covering corporate history, experience of the management handling the security guards, the qualification of security guard selection, the clarity and details of the submitted proposal and the pricing. The proposal from Securitas Security Services USA, Inc. received the highest rating average of 92 percent and is responsive to the specifications and meets the City's requirements. 25T -1 Contract Award for Security Guard Services November 20, 2006 Page 2 Staff recommends an agreement with Securi tas Security Services USA, Inc. for the annual amounts stated below: The Depot at Santa Ana $231,000 Santa Ana Zoo at Prentice Park $ 13,300 Corporate Yard $108,700 Homeland Security Alerts $ 30,000 Contingency security coverage $ 30,000 Total annual expenditure: $413,000 The agreement term will be from December 1, 2006, through November 30, 2008.
