RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and the
Clerk of the Council to execute an agreement with Securitas Security
Services USA, Inc. for security guard services for a two-year period with
provision for three one-year renewals, in the annual amount not to exceed
$413,000.
DISCUSSION
Security guard services are required at various locations throughout the
City, including The Depot at Santa Ana, the Santa Ana Zoo at Prentice Park
and the Corporate Yard. The intent of the service is to protect property,
provide a safe and orderly environment within City buildings and adjacent
areas, as well as assist the public when conducting business with the City.
A Request for Proposals was advertised on September 18 and 20, 2006, and
proposals were solicited. A summary of the proposals requested and
received is as follows:

Proposals were received, opened on October 3, 2006, and evaluated (Exhibit
1). The proposals were evaluated in five areas covering corporate history,
experience of the management handling the security guards, the
qualification of security guard selection, the clarity and details of the
submitted proposal and the pricing. The proposal from Securitas Security
Services USA, Inc. received the highest rating average of 92 percent and is
responsive to the specifications and meets the City's requirements.
