HomeMy WebLinkAbout07-12-06 CITY OF SANTA ANA CITY COUNCIL COMMITTEE ON TECHNOLOGY Minutes of Regular Meeting July 12, 2006 CALL TO ORDER The meeting convened at 550 p.m. in Room 831, 20 Civic Center Plaza, Santa Ana, California ATTENDANCE City Council Committee members present: Claudia Alvarez, Carlos Bustamante, Lisa Bist Staff members present: David Ream, City Manager; Steve Harding, Deputy City Manager for Development Services; Francisco Gutierrez, Finance Director; Joe Fletcher, City Attorney; Alma Flores, Senior Management Assistant, City Manager's Office; Robert Carroll, Senior Management Analyst, Parks and Recreation; Pam- Arends-King, Assistant Director of Finance; Christine Calderon, Treasurer; and Linda Summers, Economic Development Manager; Tom Gergen, Information Services Manager AGENDA ITEMS Approval of Minutes for Meeting of June 14, 2006 (Bist, Bustamante; Alvarez abstained) WiFi Update Alma Flores shared the outcomes of a meeting between members of the internal staff WiFi team and Jill Dominguez, President of the WRJ Group, a community investment corporation. Key findings from WRJ Group's "The Information and Communication Technology Comprehensive Economic Development Strategy" study were discussed. Jill Dominguez will meet with the WiFi team in order to further enhance the City's economic development efforts as it relates to the evaluation, development, and deployment of WiFi technology. Online Payments Discussion Christine Calderon discussed the costs related to in-house payment processing with the bill print component outsourced for municipal utility services. She provided a first year cost of $127,175 and on-going yearly cost of $140,592. She also provided two scenarios outlining the funds that could be recovered if the 50 cent ACH and 3.15 credit card fees were passed along to the users of the service, at both 15 and 25 percent participation levels. The water rate has not been raised since 1987. As a means of generating revenue to pay for the online payment program, increasing the water rate by 37 cents to the average resident was proposed, This would result in additional revenue of $167,707 annually, Councilmember Bist asked that staff come back to the next meeting with proposals that included a mix revenue source of a partial fee imposed on the residents using the service and a reduced increase in the water rate. Community Marketing Through Video Technology Update Gerardo Mouet provided a brief re-introduction of the City's interest in utilizing video technology to enhance its community marketing efforts. Robert Carroll gave an overview of the presentation delivered at the last meeting regarding the City's Request for Proposal process and evaluation outcomes. The two vendors, Keycode Media and CCN made their own presentations, highlighting key aspects of their expertise, technologies and software applications As requested at the previous meeting, staff provided an analysis of potential funding sources for this program. Sources included revenue received or anticipated from Adelphia and the ATS Cell Tower agreement. The proposed funding plan identified sufficient funding sources to cover the cost of the Keycode proposal for a period of three years. The CCN proposal could not be funded with the sources identified. Council member Bist directed staff to provide an update on the ATS Cell Tower agreement at the next meeting in order to more clearly asses projected revenues and timelines. City Council Meeting Webcasts Update Tom Gergen demonstrated the City's website that broadcasts Adelphia Channel 3, including the City Council Sessions. The site can support approximately 200 concurrent internet viewers and provides a medium quality video. The cost of implementing this solution was minimal. The solution does not provide archival capabilities and playback on demand. Tom discussed utilizing outside vendors to handle the Internet based transmission of City Council meetings that could achieve archiving and playback capabilities. Costs range from $17,000 to $50,000 in set-up fees and monthly charges of $1 ,000 to $2,000. Public Comments - None Council Comments - None Adjourned - 7:42 p.m. '\/L ..~ 'ho'.",,,.
