HomeMy WebLinkAbout09-13-06 CITY OF SANTA ANA CITY COUNCIL COMMITTEE ON TECHNOLOGY Minutes of Regular Meeting September 13, 2006 CALL TO ORDER The meeting convened at 5:55 p.m. in Room 831, 20 Civic Center Plaza, Santa Ana, California ATTENDANCE City Council Committee members present: Lisa Bist and Claudia Alvarez Staff members present: David Ream, City Manager; Steve Harding, Deputy City Manager for Development Services; Joe Fletcher, City Attorney; Alma Flores, Senior Management Assistant, City Manager's Office; Gerardo Mouet, Executive Director, Parks and Recreation; Robert Carroll, Senior Management Assistant, Parks and Recreation; Rob Richard, Library Director; Pam Arends-King, Assistant Director of Finance; and Tom Gergen, Information Services Manager. AGENDA ITEMS Approval of Minutes for Meeting of August 9,2006 (Alvarez, Bist) Community Marketing Through Video Technology Update Gerardo Mouet presented a summary of the revised proposals submitted by CCN and Keycode as requested at the last meeting. CCN's revised proposal for 20 screens was reduced by $559,000 to $381,000. CCN proposed 10 screens for $210,500. Keycode's revised proposal for 20 screens remained at $484,000 and $240,500 for 10 screens. Gerardo recommended CCN's proposal for 10 screens and commented that it would be the more fiscally responsible choice given the funding restraints the City is facing. CCN's 10 screen proposal, including a 15% contingency, falls within the funding staff has identified as currently available for this project. All other proposals would rely on funding that has not yet been secured. Gerardo noted that the evaluation committee had given both vendors good ratings on quality of product and service. The main distinction between both vendors was derived from a stylistic preference. Dave commented that at the initial stages of this process, cost had not been regarded as a significant factor, but in response to the Councilmember Bist's remarks regarding the need for other priority projects requiring funding, cost was now a larger component of staffs' recommendation. Council member Alvarez instructed staff to reassess funding availability and present findings at the next meeting. Anaheim WiFi Project Update Alma reported that Anaheim currently has 130 monthly subscribers and approximately 400 occasional use subscribers since the City launched the WiFi project. EarthLink provides users downloadable encryption software and reports no connectivity or legal challenges. Generally businesses have responded well to the project according to Anaheim and they believe it is critical to their marketing efforts for the City, The subscription rate is $21,95 per month. Alma also shared an article from the Ventura County Star, "Anaheim is going wireless, but more slowly than hyped EarthLink finds hurdles in quest for wireless city." The article pointed to low subscription rates, weak signals, and easily accessible alternatives for visitors that are less expensive than what EartLink offers. Next Meeting Topics Councilmember Bist requested Tom Gergen provide a recommendation regarding the webcasting of City Council meetings and a status report on the utilities online payment project. Public Comments - None. Council Comments - Councilmember Alvarez requested that the next meeting be rescheduled to October 1Sth Availability will be evaluated and confirmed.
