Memo from Brookfield Imperial, Inc. dated April 6, 1998 requesting a 2-week
continuance of MacArthur Place Development item
Sean Mill expressed concern regarding the proposed cooperation agreelnent between the
Redevelopment Agency and the City that would assist First American Financial Corporation with
the payment of approximately $500,000 in infrastructure fees.
First Adnerican Financial President Parker Kennedy briefed the Council regarding the company's
history, and project architect Bob Coffey reviewed the proposed development emphasizing its
JeffErsonian architecture components.
Councilmember Moreno expressed concern regarding the proposed "City subsidy" to First
American Financial.
City Manager David Ream and Community Development Agency Executive Director Cindy
Nelson responded to Council questions regarding present and previous projects planned for the
site

PUBLIC COMMENTS
Mike Estrada drew an analogy about the shoving incident involving Councilrnembers Moreno and
Franklin on February 17, 1998 (See March 2 Minutes) and World Wrestling Association matches,
and reported the District Attorney had declined to prosecute Councilmember Franklin's complaint.
Steve Delgadillo reported he was seeking space to locate "Beyond Limits," a program for
disadvantaged youth, in Santa Ana and requested Council assistance with a possible tenancy in the
Barrister Building.
Sean Mill expressed concern that the sign for "First American Way" had been fabricated prior to
the vote on the MacArthur Place development, criticized the City for funding arts activities rather
than repairing streets, and opined that Planning Commissioner Jos6 Solorio's recent appointment
to the Orange County Transportation Authority constituted a conflict of interest with his Planning
Commission duties
Charles Bordenave alleged City management was "out of control," compared salaries of City staff
to other elected officials, complained the Clerk of the Council "desensitized" the Minutes and
should be ashamed to offer assistance to persons required to file Fair Political Practices
Commission documents, and stated the Council majority was vindictive.

Juan Suarez expressed his thanks to the Police Chief for arranging a tour of the new jail; noted
City streets, particularly Grand Avenue, were in need of repair; indicated lots at 14~h and 17th
Street and Grand Avenue should be developed; expressed concern regarding the condition of the
17th and Grand Shopping Center; and reported overgrown weeds at 14m Street and Hathaway.

CITY COUNCIL COMMENTS
In response to Councilmember Moreno's inquiry regarding the status of an earlier request, the
City Attorney reported his staffwas working with Code Enforcement and would report in May
regarding a ban on using indoor couches as front porch furniture.
Councilmember Espinoza reported a semi-pro football team, "California Thunder," was interested
in relocating to Santa Ana and indicated he would provide information regarding the team to
Recreation and Community Services Executive Director Cleve Williams.
Mayor Pro Tern Richardson:
expressed hope tbat Councihnember Lutz who was ill would soon recuperate;
noted the extensive tree planting underway in the City and requested staff remove old
palm fronds that were creating a safety hazard;

COUNCIL COMMENTS
· commented on the positive impacts of several street improvements, naming Broadway
and the interim work on McFadden among other projects;
· reported "Legacy in Stone," an exhibit of fossils excavated during County toll road
projects was open in the Old County Courthouse;
· commended George Upton and the Friends of the Library on their recent successful
book sale to benefit the Library;
· suggested two parking spaces immediately south of the Main Library be converted to
handicapped parking; and
· requested staffwork with the Chamber of Commerce to recognize individuals and
organizations that rehabilitate properties significantly beyond minimum standards.
Councilmember McGuigan:
· commended the Wilshire Square Neighborhood on a successful dinner event prior to
the recent Downtown arts opening and an excellent neighborhood newsletter;
· reported a Los Angeles Times article had highlighted a watchmaker whose creations
feature endangered species and indicated the watches were available at the Santa Ana
Zoo; and
· requested staff provide information regarding the work schedule and alternate routes
during the Euclid street improvement project to churches and schools adjacent to the
project
Councihnember Franklin:
· expressed support for a semi-pro football team in Santa Ana;
· thanked the Public Works Agency for timely removal of graffiti from the new school at
Bristol Marketplace and suggested staff'work with the Santa Ana Unified School
District to inhibit graffiti on the site;
· reported Riverview residents involved in the renaming process were appreciative of
staffs assistance with the name change from Alona to Riverview Neighborhood Park;
· requested staffwork with Little League representatives to resolve access problems
regarding the field lights at Riverview Park;
· reported the Floral Park Home and Garden Tour was scheduled for April 25 and 26
between 10:00 am. and 4:00 p.m. and would conclude at the Bowers Museum
Courtyard; and
· clarified the District Attorney had not proceeded with his complaint against
Councihnember because of the lack of conclusive evidence, and reiterated his
statements regarding non-tolerance of violence.
Mayor Pulido:
· reported Senator William Lockyear had proposed a bill to allow local governments to
control shopping carts and requested staff track the bill on the City's behalf;
· asked staffto bring a presentation to Council at the appropriate time regarding the
residential development proposed for 2828 N. Bristol Street; and
· noted demolition work was underway at 1~ and Main Streets in the Downtown and
that the new project would soon be under construction
