Ordinance: To create a Gang Prevention & Intervention Commission Gang Prevention & Intervention Commission: Purpose The Commission will serve as an official advisory body to the City Council on policy issues relating to gang prevention and intervention. Vision The Commission's vision is to develop a more strategic, coordinated, and collaborative effort between the City, law enforcement agencies, social service providers, and the general public with the objective of significantly curtailing gang involvement, and its negative impact, in the City of Santa Ana, Meeting Day, Time, and Place: 3'" Wednesday of each month, 5:30 p,m. Santa Ana Police Community Room Responsibilities: The Commission shall make recommendations concerning gang prevention, intervention. diversion, and suppression methods; identify local, state, and federal funding sources; and address other gang-related policy matters. . Identify gang prevention solutions that are part of a compressive plan, and do not require funding. . Form subcommittees or a task force to analyze critical issues of gang involvement . Make policy recommendations to City Council on gang prevention, intervention, diversion and suppression methods. . Identify local, state, and federal funding sources. . Collaborate with boards, agencies, residents on gang issues. 85A-1 Gang Commission Membership: Total of 18 members as follows: . Seven regular members . Two at- Large members . One member from K-12 education . One member from RSCCD . Two members Law Enforcement (Probation & PD) . One member Social Services . Two member's from the business community . One Reformed gang member . One Faith Base Organization Membership Reqnirements: . Qualified resident of the City of Santa Ana . Representatives of the School Districts are appointed by the respective school boards . Representatives ofthe Business Community are appointed by the Chamber of Commerce of Santa Ana and Hispanic Chamber of Orange County . Representatives of Law enforcement are appointed by Probation Chief and Chief of Police . Representative of Social Service will be appointed by Social Services Department . Representatives of faith base organizations, reformed gang member and two at- large members will be appointed by the Mayor and city council. TimeUne for Gang Commission: . January 22- Applications posted for Gang commission appointments . February 5- Anticipated that commissioner will be approved by city council. . February 21- First Commission Meeting 85A-2 Adopt- Resolution A Resolution of the City Council of the City of Santa Ana, to establish a commission on gang prevention and Intervention, which shall be cited as the City of Santa Ana commission on Gang Prevention and Intervention. It is the purpose and intent of the City Council to establish a commISSIOn on gang prevention and Intervention, which shall be cited as the City of Santa Ana commission on Gang Prevention and Intervention. The commission will serve as an official advisory body to the Mayor and City Council on policy issues relation to gang prevention and intervention. The Commission's vision is to develop a more strategic, coordinated, and collaborative effort between the City, law enforcement agencies, social services, and the general public with the objective of significantly reducing gang involvement, and it's negative impact, in the City of Santa Ana. The commission shall make recommendations concerning gang prevention, intervention, suppression methods, and diversion; identify local, state and federal funding sources, and address other gang-related policy matters. There is herby created a Commission on Gang Prevention and Intervention to consist of 18 members, who shall serve with ($50) per meeting, twenty-four (24) meetings maximum, annually. The members shall be appointed by the Mayor and City Council. In making appointments The Mayor and City Council shall appoint 7 members one rrom each ward. Additionally The Mayor and City Council will appoint two- at large members, one Representative of faith base organizations, and one reformed gang member. Representatives of the School Districts are appointed by the respective school boards representatives of the Business Community are appointed by the Chamber of Commerce of Santa Ana and Hispanic Chamber of Orange County, Representatives of Law enforcement are appointed by Probation Chief and Chief of Police Representative of Social Service will be appointed by Social Services Department. Members shall serve 4 year terms, and each member shall serve until a successor is duly appointed and confirmed. No member shall serve more then two consecutive terms. 85A-3
