RECESSED TO COMMUNITY REDEVELOPMENT AGENCY MEETING FOLLOWED BY THE HOUSING AUTHORITY MEETING 7:36 -7:37 P.M. COMMENTS 90.A. PUBLIC COMMENTS The following persons alleged a lack of responsiveness by the City regarding the Josh Campos case, a shooting death involving a Santa Police officer (see 1998 Minutes page 269), and urged the investigation of the incident be expedited: Carah Reed Jessica Castro Paul Moreno Manny Marroquin Larry Luera and Manny Marroquin urged the Council to distribute Empowerment Zone funds equitably throughout the City. Jos~ Fernandez commented that he had filed an Application for Service to the City in December but had not heard from any of the Councilmembers, and expressed his continued interest in serving on a board or commission. CITY COUNCIL MINUTES 71 MARCH 1, 1999 COMMENTS 90.B. COUNCIL COMMENTS Councilmember Moreno: · reported a pothole in the area of Santa Ana and Baker Streets; · urged the audience to contact him at 836-0334, 647-5234, or 802-4103 regarding any needed infrastructure repairs; and · expressed the appreciation of his neighborhood to Public Works Agency Executive Director Jim Ross and staff for completing the 4th Street rehabilitation project. Councilmember Bist congratulated Councilmember Moreno on the birth of his son and thanked Community Preservation Manager Bruce Dunams for taking her on a Code Enforcement "ride-along." Councilmember Lutz: · commented on the successful openings on February 28 of the "Zoofari" Train, the longest 15 gauge railroad in the United States, and the Grand Central Arts Building, a joint venture of Cai State Fullerton and the City in the Artists Village in downtown Santa Aha; · reported Parks and Recreation Board Members Kendrick, Brown and Whitaker had successfully solicited the donation of a "Dragon Slide" for the Santa Aha Zoo from Game Time at the recent California Parks and Recreation Conference; · asked that the Council meeting be adjourned in honor of Ethel Coffman, a 103-year- old resident and community activist in Santa Aha who had recently passed away; · wished Orange County Reqister reporter Angelita Moraga good luck with her relocation to the Chicago area. Councilmember McGuiqan: · echoed Councilmember Lutz' sentiments regarding the weekend events; · commended the Mayor on the recent article featuring him and his family in the Orange County Business Journal; and · asked that the Council meeting also be adjourned in honor of Anaheim Police Chief Randall Gaston who died recently and condolences expressed to his family. Councilmember Christy: · reported on her extensive ambassadorship on the City's behalf during Black History month and presented plaques expressing appreciation to the City from the Mission with Benevolence Foundation and the NAACP Orange County Chapter to the Mayor; · expressed appreciation to Chuck Mosely, Wayne Snyder, Recreation and Community Services Executive Director Cleve Williams, and Police Chief Walters for outstanding assistance with the Black History Parade; · congratulated the Santa Ana Police Officers Association on its 50th anniversary and Mark Nichols, the Association's new president; · conveyed the 2® Baptist's Church's appreciation to the City for recognizing the ground breaking of its new sanctuary and church facilities; CITY COUNCIL MINUTES 72 MARCH 1, 1999 COMMENTS · noted Helen Shipp would be recognized by the Greater Light Baptist Chumh for 30 years of community service on March 7; · expressed kudos to Public Works Agency Executive Director Jim Ross for the rapid installation of street lights in the Pacific/St. Gertrude area; · distributed Comcast Cablevision's March schedule to Councilmembers; and · commented that biographies of the 1999 Neighborhood Heroes could be obtained by calling 667-2260. Councilmember Franklin: · thanked Councilmember Christy for all her efforts on the City's behalf; · reported complaints regarding abandoned shopping carts could be phoned in to 1-800-233-2278; · noted the Ryland Homes project (2828 N. Bristol) was selling well; · indicated he had gotten several ideas during a recent trip to Central America for signs regarding trash and general city cleanliness; · announced the Floral Park Home Tour would he held April 24-25 between 10:00 a.m. and 4:00 p.m. and information could be obtained by calling 543-3218 or accessing floralpark.com; · congratulated the Sandpointe Neighborhood Association on another unique and informative "Sandpiper Newsletter"; · suggested the re-opening of Ross Street be accelerated; and · requested the Council meeting be adjourned in honor of Helen Honer, a long time Santa Ana resident and supporter of the Boys and Girls Club who had passed away. Mayor Pulido: · explained a federal Empowerment Zone workshop would occur shortly, following which a community workshop would be held and information on the City's Empowerment Zone distributed; · noted both Vice President Al Gore and HUD Secretary Andrew Cuomo were scheduled to participate in Empowerment Zone kick-off efforts tentatively scheduled for March and April; · expressed his and the Council's appreciation to Councilmember Tom Lutz for his tireless efforts to ensure the success of the Grand Central Arts Building project; and · indicated the Council meeting should be adjourned in honor of all the deceased individuals named by the various Councilmembers. In response to Councilmember McGuigan's inquiry, City Attorney Joe Fletcher explained that the City's enforcement against camping in public places would continue despite a recent decision by the 4th District Court of Appeals unfavorable to the City (In re Eichornl see Closed Session Calendar below).
