Ward 4 representatives who had been nominated by Councilmembers other than himself
and allow him to appoint representatives who would reflect his thinking and opinions on the
City's Boards and Commissions.

90.A. PUBLIC COMMENTS
Bill Todd invited the Council to attend an April 15 rally at Susan and Sunflower Streets
protesting high income taxes, and also advised the Council that the April 5 Agenda was
not posted on the City's web site. Councilmember Bist opined that the lack of posting
might be due to the Webmaster's being on jury duty.
Dr. Mary Watson thanked City staff for assistance in locating sites for neighborhood health
clinics, informed the Council that Santa Ana's project to ensure legal dispensation of
medicines had been adopted as the model for the 'Safe Medicines' Coalition's countywide
program, and asked the Council to support the Free Health Plan's efforts to bring medical
care to under-served neighborhoods.
Elizabeth Gortarez expressed support for Dr. Watson's program.
Councilmember McGuigan requested that a proclamation be prepared to recognize the
NBC4 Health Fair Expo scheduled for April 10, 1999 at the Sav-On parking lot at Edinger
and Main Streets.

Councilmember Moreno
· reported rough pavement and uneven sidewalks on Cabrillo Park Drive;
· requested staff evaluate damage caused by large magnolia trees along 4th Street;
· asked for intensified graffiti removal efforts along the railroad tracks in the 4th and Grand
Streets area;
· suggested additional parking be removed near the jog at Raitt and McFadden Streets;
and
· requested an independent audit be made of the Bowers Museum's financial condition
and Museum staff be encouraged to cooperate with the press regarding release of
information.
CQuncilmember Bist
· provided details regarding two successful community events she recently attended
-- a "summit" meeting at Willard Intermediate School and the Minnie Street "Sabado de
Gloria" Fair; and
· reported the Santa Aha High School wrestling team had sent three wrestlers to the
national competition and asked that Josh Leon who had placed first be recognized at
a future Council meeting.

· noted DGWB would soon relocate from Irvine to old City Hall and congratulated the firm
on its recent receipt of 14 "Addy" awards for excellence in advertising; and
· thanked Fire Station 5 firefighters who had assisted with restringing the wind-damaged
lanyard atop the Spurgeon clock tower so that the Flag might be flown once again.
Councilmember Christy
· reported her attendance on behalf of the City at the following events: Santa Ana "Treasure" Sarah Shaw's 80th birthday on March 20;
Jewish-Latino Seder/Passover that presented a unique opportunity for the two
communities to come together on March 25;
Little League season openings for the Valley and Gary Templeton Leagues on
March 27;
Santa Ana Chamber Breakfast with Councilmembers Bist and McGuigan April 1
where she and Councilmember Bist commented on their "First 90 Days" on the
City Council;
Folklorico Xcaret, a Noche Mexicana concert, at Santa Ana High School on March
27; and
Minnie Street "Sabado de Gloria" Fair on April 3; and
· challenged the neighborhood associations to demonstrate support for the Little
Leagues by attending the games, particularly those of the Gary Templeton League
whose team numbers have declined.

District Supervisor Chuck Smith;
· requested a staff presentation of the City's Summer Youth Program at a future Council
meeting;
· thanked the Mayor on behalf of the Mabury Park residents for his recent letter
supporting a campaign to control Fire Ants and African Bees;
· announced the Floral Park Home and Garden Tour would occur (rain or shine) between
