Recreation and Community Services Executive Director Cleve Williams reviewed the alternatives contained in the staff report relating to the Santa Ana Unified School District's request to place a portable classroom at El Salvador Park. Parks and Recreation Board Member Glen Stroud expressed concern regarding the potential loss of open parkland. Larry Seroter from the Santa Ana Unified School District expressed concern that the all-purpose room at El Salvador Recreation Center might not meet State - mandated requirements for schools. Motion: Direct the City Attorney to prepare and authorize the Mayor and Clerk of the Council to execute an agreement with the Santa Ana Unified School District to install one portable classroom building on the west parking lot of El Salvador Park. Guy: Fax dated 11/1/99 from Wendy Tobiska CITY COUNCIL MINUTES 366 NOVEMBER 1, 1999 Roy Alvarado and Provi Hull requested clarification regarding fences under construction when the moratorium was imposed. Councilmember McGuigan expressed concern with the 10-month extension of the moratorium, indicating the lengthy period would delay fence building excessively. Executive Director Robyn Uptegraff responded that although a 10-month moratorium was the maximum period permitted, she hoped to provide a fence standards ordinance to the Council within 3-4 months. The Mayor closed the public hearing at 9:15 p.m. Motion: Adopt emergency ordinance as amended by errata sheet to delete "repaired" in Section 1 of the ordinance. CONSTRUCTION OF DELHI COMMUNITY CENTER (MORENO) The following persons requested the Council to commit to constructing a community center in Delhi Park as originally proposed: Rosa Montanez Vivian Martinez Lupe Munoz Virginia Avila Fernando Cibrian Alejandro Rincon Kim McPeck Maria Woods Mayor Pulido explained the City could undertake construction of a $4.2 million project at this time, but lacked sufficient funding to build the project as originally envisioned. He indicated he was meeting with representatives of the Delhi Community on November 4 to discuss alternatives regarding project design and phasing. Councilmember Christy commented she lacked information on which to base a decision, and expressed a need to defer action on the item pending the outcome of the Mayor's meeting. REMOVAL OF WARD 1 BOARD AND COMMISSION MEMBERS (MORENO) Charter Section 901 allows the removal of Board and Commission members by the affirmative votes of a majority of the Council. Councilmember Moreno reiterated his longstanding request that he be permitted to appoint his own representatives to the City's Boards. CITY COUNCIL MINUTES 369 NOVEMBER 1, 1999 I COUNCIL RECESS -10:11 P.M.-10:14 P.M. -- TO COMMUNITY REDEVELOPMENT AGENCY MEETING FOLLOWED IMMEDIATELY BY A MEETING OF THE HOUSING AUTHORITY COMMENTS 90.A. PUBLIC COMMENTS Larry Means thanked the Council for increasing the compensation of the City's various boards and commissions and requested the Council consider increasing the stipend paid to the Personnel Board members to $100 per meeting and the Board Chair to $125 per meeting. Mayor Pulido asked the City Attorney to investigate the matter. Evangeline Gawronski reminded the audience that Comlink (Communication Linkages) and COP (Community Oriented Policing) were co -sponsoring a meeting on November 4 at 7:00 p.m. in the Council Chambers to address the issues of overcrowding and State residential occupancy limits. Florence Leach reported voters could call 567-7385 if they had not received a sample ballot for the November 2 election, recommended the audience send letters to the Orange County Transportation Authority regarding the high cost of the Centerline Light Rail project, and urged that the "no build" alternative be endorsed. 90.B. COUNCIL COMMENTS Councilmember Moreno • urged residents to call him at 836-0334 regarding any problems they might be experiencing in their neighborhoods; and • asked that the Council meeting be adjourned in honor of Andy DeMarcos, an attorney with the Araujo law firm who had recently passed away. Councilmember McGuigan • noting the recent delivery of new telephone books citywide, reminded the audience to recycle their old ones by placing them in their "recycle" trash container; and • reported free "low flush" toilets would be available Saturday, November 6, at the City Yard on South Daisy Street and commented residents could save money on both water bills and equipment cost. Councilmember Christy reported that a recruitment letter for members of the new Youth Commission had been mailed to the Santa Ana School District on October 7 and that the Clerk would e-mail applications to school principals tomorrow; CITY COUNCIL MINUTES iTT 370 NOVEMBER 1, 1999 • congratulated Paul Walters on receiving the 1999 Spurgeon Award for extraordinary support and dedication to the Boy Scouts of America Exploring Program and community youth; • commended the sponsors and supporters of the recent Minnie Street Community Health Fair; • asked that the Clerk take appropriate action to excuse Councilmember Bist from the Council meeting; and • again thanked those who had participated in the "Walk a Child to School Day" event. Councilmember Franklin • congratulated the Park Santiago Neighborhood on its recent successful Progressive Dinner and noted the group was also planning a Christmas Home Tour; • thanked Senator Joe Dunn for his efforts regarding resolution of CalTrans bridge height limitation problems; and • expressed support for Measure C, the Santa Ana Unified School District's school bond measure on the November 2 ballot. Mayor Pro -Tern Lutz • requested Code Enforcement investigate possible illegal signs advertising an attorney service on a building on N. Main Street south of 15`" Street; • reported the Santa Ana Historical Preservation Society had performed an entertaining and educational skit on Santa Ana's leaders buried at Fairhaven Cemetery; and • asked that the Council meeting be adjourned in memory of Beverly Grant, a Santa Ana resident who had perished in the recent Flight 990 airplane crash.
