90.A. PUBLIC COMMENTS
Bill Ritchey expressed concern relative to the donation of a surplus police
motorcycle to the Santa Ana Unified School District.
90.6. COUNCIL COMMENTS
Councilmember Moreno
Asked City Manager Dave Ream why the Council had not received
information requested relative to the Capital Improvement Program
including ten year summary information on citywide capital
expenditures and photographs of the areas recommended for
neighborhood improvement funding for FY2000-2001. City Manager
Ream explained that there had been a misunderstanding and that the
matter would be researched and the photos obtained.

COMMENTS
Discussed a proposal currently pending in the Planning Commission
relative to an appeal to allow an increase in height of an existing
monopole to 60 feet located at 1234 South Main Street.
Councilmember Moreno expressed concern that the Commission is
considering the request and that it may not be brought to the attention
of the Council; Robyn Uptegraff, Executive Director of the Planning and
Building Agency assured Councilmember Moreno that she would keep
the Council apprised of the matter.
Councilmember Bist
• Noted that in response to requests from COMLINK and other residents,
the City has sent out letters to State representatives relative to revised
Shopping Cart and commercial vehicle legislation, but that the City has
not received any response as of yet. Councilmember Bist also stated
that the Council was under the impression that the commercial vehicle
ordinance had to apply to both private driveways and public streets,
and that this may not be the case. She requested that this matter be
placed on the next Council Agenda so that the Council could review its
options on this issue.
• Announced that the Main Street Players were performing the play
"Pirates of Penzance" from March 10 through March 20, 2000 at the
First Presbyterian Church, 606 N. Main Street
• Urged voters to vote in the Primary Election on March 7, 2000, and
asked that they consider voting "No" on Proposition F.
Councilmember Lutz
• Welcomed Windsor Village North as the fifty-third and newest
neighborhood association formed, and noted that this association will
be an asset to COMLINK.
• Congratulated Ryland Homes for selling out the Riverglen housing
development project.
Councilmember McGuigan
• Noted that the Main Library is temporarily closed due to a power failure,
but will reopen on Wednesday, March 8, 2000.
• Announced that the Spring Employment Exposition was being held at
Santa Ana College on March 7, 2000.
• Encouraged citizens to vote in the Primary Election.
Councilmember Christy
• Congratulated Councilmember McGuigan on receiving the Outstanding
Local Elected Official award presented by the NAACP.
• Asked Rob Richard, Library Executive Director, to give an update on an
event at Lincoln School Scheduled for Saturday, March 11,2000.

COMMENTS
• Mr. Richard explained that as part of the Reading City activities and the
campaign to promote literacy awareness, there would be a distribution
of 5000 books on Saturday at Lincoln School. In addition to this
project, he mentioned that the Library was working on another Reading
City project to obtain books of first stories for new moms to read to their
children.
• Asked Cleve Williams, Parks and Recreation Agency Executive
Director, to give an update on the Santa Ana Youth 2000 event at
Eddie West Stadium on March 19, 2000. Mr. Williams noted that
activities included entertainment, and many food and information
booths.
Councilmember Franklin
• Reminded citizens that the Primary Election was tomorrow, March 7,
2000, and encouraged them to vote. He further stated that the City
Council rarely passes resolutions relative to ballot measures, but had
voted to oppose Measure F because of its potential negative impact on
Santa Ana with respect to the jail issue. He encouraged voters to vote
"No" on this measure.
