Curtis & Sons to increase the aggregate limit by $20,000 for personal hydration system and accessories for an annual amount not to exceed $50,000. DISCUSSION On September 19, 2005, the City Council accepted a $8.4 million Urban Area Security Initiative grant from the federal Department of Homeland Security, through the State of California, Office of Homeland Security. This initiative was designed to enhance the domestic preparedness of urban areas by ensuring that all emergency first responders have adequate equipment and systems to prevent, respond to and recover from acts of terrorism. The grant provides total reimbursement to local agencies for equipment purchases approved and authorized by the Office of Disaster Preparedness. The Police Department requires a cache of Weapons of Mass Destruction (WMD) personal protective equipment (PPE) kits to reduce first responders' exposure to biological, chemical, and radiological threats. Each PPE kit consists of a coverall and overhood, chemical protective adhesive strips, protective latex booties, and disposable nitrile gloves. When first responders don their PPE, they are susceptible to dehydration and heat stroke. To mitigate these symptoms, first responders will be issued a personal hydration system for use with their PPE. An additional $5,000 contingency has been added for fire equipment including a hose tester. The notice inviting bids was advertised on February 14 and 16, 2007, and bids were solicited. The bid received from L.N. Curtis & Sons is responsive to the specifications and meets the City's requirements. The purchase of the personal hydration system and accessories, when added to the vendor's fiscal purchases, will exceed the $25,000 aggregate total, and requires Council approval.
