SPECIAL PRESENTATIONS
Youth Commission accomplishments: Ms. Melody Gonzalez, Chair, Youth
Commission, presented an overview of the Commission's accomplishments in its
first six months of operation.
A4 Skvhawk Proiect: Councilmember Franklin introduced Santa Ana Police Captain
Dan McCoy who briefed the Council relative to the history of the memorial and the
goal of creating a lasting tribute to the men and women who worked and served at
the El Toro Marine Base in Orange County. Captain McCoy explained that the A4
Skyhawk plane would be placed on a pedestal in the War Memorial area of the
Santa Ana Civic Center. He also noted that there would be a concentric ring of
bricks bearing the names of individual donors of the project.
Fiestas Patrias: Mayor Pulido introduced Dr. Arturo Lomeli and Teresa Saldivar of
the Santa Ana Downtown Association who presented a promotional video on the
annual Fiestas Patrias, celebrating Mexican Independence Day, which will be held
this year on September 15, 16, and 17, 2000.

Robert Bouchier requested that Council continue the matter for an
additional three to six months to assess the long term plans of a site he
currently owns which is contiguous to the property where AT&T proposes
to construct a maintenance building with cooling tower. He noted that the
Santa Ana Unified School District and the Orange Diocese of the Catholic
Church have expressed interest in acquiring his property and that the
proposed use by AT & T for the property at 417 West Warner Avenue
posed a potential health concern .
Council discussion ensued.

85.A. NEW HIGH SCHOOL AT CENTENNIAL PARK (MORENO)
The following members of the public spoke on this matter:
Al Mijares, Superintendent of the Santa Ana Unified School District
(SAUSD) addressed Council and presented an overview of the District's
plans for a joint use project at Centennial Park, including the
construction of a science and technology fundamental high school.
John Pallacio, SAUSD Board President emphasized the importance of
this project.
Sally Bach , Executive Director of the Discovery Museum and Cheryl
Brothers, Discovery Museum Board President discussed the terms of
the negotiations and agreement with the School District.
James Kendrick, Chair of the Board of Recreation and Parks, expressed
concern relative to the shortage of open space in the City and stated
that Centennial Park was the only regional park in the City.
Catherine Cate , Glen Stroud , and Julie Stroud also expressed concern
about the loss of open space.

Kim McPeck supported the new high school at Centennial Park.
Following public comments, Council discussion ensued.
Motion: Support the development of a high school on portions of
Centennial Park in partnership with the Santa Ana Unified School
District subject to the following conditions:
1. The satisfactory resolution of the School District's issues with the
Discovery Museum of Orange County.
2. The development of a joint use agreement between the City of Santa
Ana and the Santa Ana Unified School District for the use of facilities
developed on the City's Centennial Park property.
3. The development of a design, which would maximize the
community's use of the new facilities.
4. The development of a design that would exclude fencing and other
restrictions for the community's long term use of the facilities.
5. Receive all necessary approvals from federal, state and county
agencies.
6. Require a minimum of 2000 hours of student volunteer work at the
Discovery Museum of Orange County.

Substitute Support the development of a high school on portions of

agreement between the City of Santa Ana and the Santa Ana Unified
School District for the use of facilities developed on the City's
Centennial Park property.
3. Support by the County of Orange to retain Centennial Park as an
integral part of the regional park system.

Center and Soccer Complex.

Ralph Boccheti and John Lombardo raised concerns relative to errant
golf balls at Riverglen Homes;
Larry Day representing Grand Pet Care Center expressed concerns
relative to the status of the bid for animal shelter services;
Alfredo Zarate, Jr. and Kim McPeck also addressed Council.
CITY COUNCIL COMMENTS
Councilmember Moreno
• Mentioned that Riverglen residents pay sanitation fees but do not
receive certain benefits because Riverglen is a private community
and cited the Municipal Code section that provides that the City shall
not incur any liability for maintenance of a dedicated road or street
unless it has been accepted into the City Street System.
Councilmember Moreno further noted that the City Manager is

authorized to accept streets and roads into the City street system;
City Manager Ream informed the Council that City staff will
investigate this issue and report back
Raised concerns about the budget item for the Memphis Restaurant
and stated that ,given the owner's financial status and the number of
properties he owns in Santa Ana, he did not need the City's financial
assistance
• Supported the concept of the IDEA Center, however stated that the
Center should be at a site that would be less costly for the City of
Santa Ana
• Asked residents to continue praying for him and his family during a
trying time in his life.
Councilmember Bist
Noted that several months ago she had asked staff to look into a
resident complaint at the Park Place Apartments concerning
maintenance issues, however, she recently received a second
complaint indicating that conditions were still deplorable , and again
asked staff to investigate the situation.
Councilmember McGuigan
• Thanked Warren Johnson, a Volunteer Chaplain with the Fire
Department and the Orange County Fire Authority for his heroic
efforts in rescuing individuals in a building fire in the City of Orange.
Councilmember Franklin
• Thanked the Police and Fire Chiefs for arranging "ride-alongs" for
him and related how impressed he was with the level of service
provided by the City's paramedics; he also complimented the Police
loud parties task force for their efforts in responding to complaints.
He reminded residents that there is a noise ordinance and violations
should be reported to the police
• Announced that he attended the Mexican American Opportunities
Foundation Fiesta at Prentice Park, and congratulated the
Foundation on a successful event
• Announced that in the month of August, the musical "Grease" was
taking place in Phillips Hall; he noted that this production was a
collaborative effort between Santa Ana College, Santa Ana City, and
the Santa Ana Youth Employment and Training Program
• Announced that Director Francis Ford Coppola was producing a
"Gidget" musical and has chosen the Orange County High School of
the Arts to perform it.
Mayor Pro Tern Lutz
• Notified Santa Ana High School graduates that there will be an All
Years reunion at Yorba Linda Regional Park on September 9, 2000
