1. Adopt a resolution declaring the City's intent to vacate a portion of
Sycamore Street between Washington Avenue and 10th Street.
2. Set a public hearing for June 4, 2007.
DISCUSSION
On August 2, 2004 Council approved various entitlements for the proposed
One Broadway Plaza office tower project. As part of the project, Caribou
Industries is requesting that Sycamore Street from Washington Avenue to
about 137 feet north of 10th Street be vacated and incorporated into the
project boundary (Exhibit 1).
The City has a street easement over the vacation area and reversionary
rights to the land are held by the adjacent landowners, including
Caribou Industries, according to the title report supplied by the
applicant. The adjacent landowners have indicated their concurrence with
the proposed street vacation by signature on the application.
The driveway access to the parking structure serving 1200 North Main
Street will be within the vacated portion of Sycamore Street. A
reciprocal access agreement between the One Broadway project and 1200
North Main Street will be recorded prior to adoption of the resolution
to vacate. The driveway leading to the Orange County High School of the
Arts lies within the portion of Sycamore Street which will remain public
right of way.

Utility companies, other government agencies and City departments were
advised of the street vacation. Easements for the City's traffic signal
equipment as well as power, telephone, and gas lines will be reserved in
the resolution of vacation. The City's sewer and water lines will be
rerouted out of the vacation area.
The proposed resolution will declare the City's intent to abandon its
easement at this location. In addition, the resolution will set a
public hearing for June 4, 2007.
ENVIRONMENTAL IMPACT
In accordance with the California Environmental Quality Act the proposed
street vacation has been determined to be adequately evaluated in
previously prepared Environmental Impact Report ER No. 99-01.
FISCAL IMPACT
There is no fiscal impact associated with this action.

RESOLUTION NO. 2007-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA DECLARING ITS INTENTION TO VACATE A
PORTION OF SYCAMORE STREET BETWEEN
WASHINGTON AVENUE AND 10TH STREET WITH OR
WITHOUT CONDITIONS, SETTING A PUBLIC HEARING
THEREON, AND DIRECTING NOTICE THEREOF TO BE
POSTED AND PUBLISHED (ABANDONMENT NO. 06-06)
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby finds, determines
and declares as follows:
A. Pursuant to and in accordance with Chapter 3 of Part 3 of Division 9 of the
Streets and Highways Code of the State of California, this Council does hereby
declare its intention to vacate a portion of Sycamore Street between
Washington Avenue and 10th Street with or without conditions. The proposed
abandonment area is shown on the maps labeled Exhibit 1, attached hereto
and made a part hereof by this reference.
B. Notice is hereby given that at the hour of 5:30 P.M. or as soon thereafter as the
matter can be heard on June 4,2007, in the Santa Ana City Council Chambers
at 22 Civic Center Plaza, Santa Ana, California, a public hearing will be held by
this Council at which time any and all persons interested in or objecting to the
proposed vacation hereinabove described may appear and be heard.
C. The Clerk of the Council is hereby directed to cause this Resolution to be
published twice, once in each of the two successive weeks prior to the
abovesaid hearing, in a newspaper of general circulation in the City.
D. The Executive Director of the Public Works Agency is hereby directed to post
conspicuously, in the manner prescribed by law, notice of the adoption of this
Resolution, containing the statement of the day, hour and place of hearing
hereinabove set forth, and describing the portion of the street to be vacated at
least two weeks before the date set for said hearing.
