RECOMMENDED ACTION
1. Reject the bid from Wolverine Environmental, Inc., as nonresponsive to
the specification.
2. Award a contract to Castlerock Environmental, Inc., for mold
remediation at six Fire Stations in the amount not to exceed $117,062.
DISCUSSION
The Building Maintenance Division of the Finance & Management Services
Agency is responsible for maintenance and repair of the City's ten fire
stations. Visual inspections of the stations revealed water damage due to
roof and shower leaks at stations 3, 4, 5, 6, 8, and 9. Subsequently,
repairs were performed on the roofs and showers of the identified stations,
which range in age between 17 to 56 years. When water damage has occurred
in a City facility, the City routinely contracts for an industrial hygiene
inspection. The inspection of the identified stations found fungal growth
(mold) and included recommendations for remediation. This contract will
provide for the removal of the existing mold, including any additional mold
discovered during the remediation process.

Bids were received and opened on March 20, 2007. Wolverine Environmental,
Inc., does not hold a valid California contractor's license for hazardous
substance removal and is therefore considered nonresponsive. The bid
received from Castlerock Environmental, Inc., is responsive to the
specification and meets the City's requirements. To allow for the removal
of concealed mold, a ten percent contingency has been included in the award
amount.
