Reject all bids for the Citywide Slurry Seal project.
DISCUSSION
The Public Works Agency maintains a pavement management system that
contains street pavement condition inventory data. Based on this system,
certain streets have been identified for slurry seal to prevent further
deterioration. Slurry seal is durable and cost effective.
The Notice Inviting Bids was advertised on February, 30 and 31, 2007, and
bids were opened on April 26, 2007. A summary of the bid invitations
mailed, the bids received, and the bid results follows.

A total of four bids were received and only one was responsive. Three of
four bidders submitted incomplete bids. Roy Allan Slurry Seal, Inc.
failed to include a price for a bid item. Pavement Coatings Co.'s bid
failed to include a revised bid schedule which the City issued as
Addendum no. 3. Due to a clerical error, Addendum no. 3 was not sent to
Bond Blacktop, Inc. and as a result its bid did not contain the correct
bid schedule. The only responsive bid was submitted by American Asphalt
South, Inc. for $828,508, which is above the Engineer's estimate.

Based on the above, staff recommends that all bids be rejected. Staff
believes rebidding the project will mitigate the effect caused by the
addendum and therefore provide for more competitive bids. Following
Council action, staff will re-advertise the project for bids and bring it
back to the City Council on June 4, 2007 for award.
