2. Authorize the City Manager to submit the approved program to
the United States Department of Housing and Urban
Development for the City's Fiscal Year 2001-2002 allocation of
Community Development Block Grant funds, and execute the
grant agreement with the United States Department of Housing
and Urban Development.
3. Direct the City Attorney to prepare, and authorize the City
Manager and Clerk of the Council to execute agreements with
non-profit agencies awarded funds as part of the approved
program.
4. Authorize the City Manager to execute amendments to non-
profit agency contracts, which do not constitute a substantial
change to the contract, as defined by the City in accordance
with United States Department of Housing and Urban
Development regulations.

90.A. PUBLIC COMMENTS
Brooke Stewart addressed Council relative to additional funding for library
books; Alex Vega addressed the Council and thanked Councilmembers
Alvarez and Solorio for coming to a meeting in his neighborhood; Annette
Pfister and Lorraine Whalen raised concerns relative to the proposed Santa
Ana Double Track project.
90.B. CITY COUNCIL COMMENTS
Councilmember Alvarez
• Stated that she supported and would like to join the resolution
adopted on August 7, 2000 in support of the Santa Ana Unified
School District's efforts to obtain 75 acres of Tustin Marine Corps Air
Station for school development purposes
• Thanked staff, with special mention to Chief Walters and his staff for
the tremendous work performed at the grand opening of the
International Trade Center on March 22, 2001
Councilmember Christy
• Congratulated Councilmember Solorio on the successful events
honoring Cesar Chavez held on March 31, 2001
• Announced that the new cable company, Adelphia, had changed all
the cable channels without notification to customers, and asked
Cleve Williams, Executive Director, Parks, Recreation, and
Community Services Agency to investigate whether this was done in
violation of the City's cable agreement

COMMENTS
• Asked Jim Ross, Executive Director, Public Works Agency to give
an update on the status of street repair projects on First Street,
Bristol Street and Warner Avenue. Mr. Ross reported that the
estimated completion date for work on First Street was July, 2001;
the anticipated completion dates for Bristol Street and Warner
Avenue were November 2001 and June 2001 respectively.
Councilmember Christy asked that the Public Works Agency
continue to provide periodic updates to the public on major street
repair projects
• Announced that an Artists Village painter, Michael Cunningham has
been honored by the State of California for a painting entitled
"Afternoon in the Park"
Councilmember McGuigan
• Noted that she has received calls from several individuals who are
frustrated with the service provided by the new cable provider.
These individuals are being advised by Adelphia that they can
receive channels they previously had, and which were removed
without notice, for an additional charge.
• Noted that graffiti seems to have recently increased in many areas
of the City, particularly in the Wilshire Square neighborhood. She
asked the Public Works Agency and Police Department to
investigate this situation and increase removal efforts where
needed. She also encouraged citizens to call the Public Works
Agency hotline 714-647-3380 or 1-877-STOPTAG to report
incidents of graffiti
Councilmember Bist
• Asked Cleve Williams, Executive Director, Parks, Recreation and
Community Services Agency to give an update on negotiations for
the next cable contract. Mr. Williams noted that the current contract
expires in June, 2002 and that preliminary considerations for the
next contract will begin in two to three months
• Noted that the McMain Center on South Main had just completed
construction, and it didn't appear that the approved color palette was
used for this project; she asked staff to investigate
• Supported comments made by Booke Stewart to fund more books
for the Library and added that she and Councilmember Alvarez were
considering putting together a sub -committee on technology to
explore ways to provide greater access to the public through use of
computers

Councilmember Solorio
• Noted that there were many successful events in the schools and
community the past weekend commemorating the life of Cesar
Chavez. He further noted that on March 31, 2001 there was a
celebration at the newly designated Cesar Chavez Campesino Park,
which was renamed following City Council approval on March 19,
2001
• Announced that he had taken a tour of the new Nexus Twin Towers
development in MacArther Place which will open in early summer;
he noted that this project will put Santa Ana on the map as a place
of commerce and designation for business, entertainment and the
arts; he asked staff to work closely with businesses to celebrate the
opening of this development
Councilmember Franklin
• Thanked Mayor Pulido for his leadership in bringing the International
Trade Center to Santa Ana; he noted that the center, which opened
March 22, 2001 with Governor Gray Davis and Mexico's President
Vincente Fox in attendance, will provide more jobs for Santa Ana
residents
• Thanked Councilmember Bist for her ongoing work with the Williard
Neighborhood in efforts to clean and make this area a safer place to
live
• Reminded residents that the annual Floral Park Home and Garden
Tours would be held on April 28-29, 2001
Encouraged residents to adopt pets from the Grand Avenue Pet
Shelter on Grand Avenue, south of Seventeenth Street in Santa
Ana
Asked the City Council to adjourn the meeting in memory of Maurice
Lycan who died March 15 , 2001. Mr Lycan was a graduate of
Santa Ana High School and Santa Ana College, a member of the
Rotary Club, and branch manager of Arden Farms which was
located on 4tn Street in Santa Ana
• Further asked the City Council to adjourn the meeting in memory of
Frank Hilligass, a longtime Santa Ana resident and member of the
Kiwanis Club of Santa Ana. Mr. Hilligass served in the United
States Army in World War II; his service included the D-Day
Normandy Landing, Battle of the Bulge and the liberation of prison
camps

COMMENTS
I Mayor Pulido
• Thanked the City Council for its unanimous vote in support of the
International Business Center; and announced that the County of
Orange was expected to allocate funds to promote activities within
the center. He added that Senator Polanco and Governor Davis
have indicated that they will support legislation giving the State of
California a strong presence within the center. Mayor Pulido noted
that negotiations have begun with Santa Ana College to bring the
school's California -Mexico Trade Development Center, and two
other business centers into the trade building. Additionally, he
reported that the University of California at Los Angeles (UCLA) has
expressed interest in housing its International Business North
American Development division within the Center. Mayor Pulido
expressed confidence that other countries will now start to see the
value of what has been accomplished by the development of an
International Trade Center
• Thanked staff, churches, community organizations, neighborhood
associations, citizens and individual Councilmembers who worked
on the 2000 census, and noted that Santa Ana, with a population of
over 337,000 is still the largest City in Orange County, and had one
of the highest census return rates in the country. The City's census
efforts greatly benefit the City in obtaining future grant funds
0 . Announced that on April 27, 2001, the City will be flying the
Children's Memorial Flag in front of City Hall to recognize April as
National Child Abuse Prevention Month; he noted that the flag was
created by a 16-year old student in California to symbolize the
children lost to violence
