ORDINANCE NO. NS-2474 - An ordinance of the City of Santa Ana
appropriating monies to the several offices, agencies and departments
of the City for the Fiscal Year commencing July 1, 2001 - Finance and
Management Services
2. Adopt resolution.
RESOLUTION 2001-073 - A resolution of the City Council of the City of
Santa Ana to amend Resolution Nos. 82-110, 91-066 and 96-095 to
effect certain changes to the City's Basic Classification and
Compensation Plans - Personnel Services Department
3. Direct staff to present the proposal to create a sewer enterprise
fund to the business and residential communities for their
consideration and input.

Juan Sanchez addressed Council with concerns relative to the upcoming
expiration of the permit for the City Soccer Adult League
Alex Vega addressed Council relative to the recent death of his nephew
and the need for the City's help in preventing further violence
903. CITY COUNCIL COMMENTS
Councilmember Alvarez
Announced that she had seen a flyer advertising a conservation
forum at Edison Field on June 9, 2001; she requested staff to
obtain more information on this forum and suggested that a similar
event be held in Santa Ana in the near future

COMMENTS
Stated that on March 19, 2001 the Council adopted a resolution
related to State grant funds and an agreement with Citizens in
Action to plan a Technology Learning Center. Since this time, the
City has received a request from Assemblyman Correa not to
pursue funding for that agency and the State is also investigating
the matter; she asked the City Attorney to look at ways to provide
these grant funds to another agency for the needed Technology
Center in Santa Ana
• Commended staff for their efforts in preparing the City budget for
2001-02 FY
Asked the Council to adjourn in the memory of Anthony Oaxaca
Quinn, and Christian -Ramirez -Vega and, in honor of the literary
work of the renown author Gabriel Garcia -Marquez
Councilmember Christy
• Noted that 'bruising" was once again impacting Santa Ana,
particularly on Bristol Street on Sunday nights. She further noted
that cruising causes problems not only on Bristol Street but in the
parking lots and within the surrounding neighborhoods. She asked
for support from parents, the neighborhoods and the business
community in resolving this problem
D • Announced that she attended an Eagle Scout Court of Honor for
Troop 265 and that John Edward Davis, a thirteen year old,
achieved Eagle Scout status at this event
• Announced that she attended the very successful and entertaining
gala performance of the Orange County High School of the Arts at
the Orange County Performing Arts Center on June 3, 2001
• Asked that the City Council adjourn in the memory of Maurice
Dixon and Maria Cristina Ramos de Hermosillo, the wife of the
Mayor of the City of Mexicali
Mayor Pro Tern McGuigan
Noted that conservation notifications are being broadcast on
Cable Television Station Channel 3 to inform residents of the need
to conserve energy
• Stated that she had seen a program entitled "Solutions Magazine"
that was not advertised in the TV Guide but was shown on
Channel 3 on Sunday evening; Councilmember McGuigan noted
that the program seemed to contain material that may not be
appropriate for a government channel and asked staff to look into
this matter
• Complimented staff from the Fire and Police Departments in
organizing the 'Ride the Coast' bike event to benefit the Boys and
Girls Club

COMMENTS
Councilmember Bist
• Commented that because there are no bus turn outs in the right
hand lanes near Main and MacArthur, traffic is severely backed up
near the 55 Freeway on ramp. She asked staff to work with OCTA
to see if this traffic problem can be resolved
• Announced that she attended the grand opening of the new House
2 Home store and that it was a very impressive store
• Noted that she has received many compliments from residents
relative to the new green bus benches in the City of Santa Ana
• Commented that there were two recent newspaper articles
complimenting progress in the City including one about downtown
and a second article listing Santa Ana as the 24`h safest City in the
United States
Councilmember Solorio
• Noted that there is a need for diverse representation on the City's
Boards and Commissions and asked residents interested in serving
on a Board or Commission to notify the City Council
• Commented that the County Board of Supervisors approved a
Memorandum of Understanding with the City of Newport Beach to
do an environmental study to keep the curfew at John Wayne
Airport in place, and that the City Council is monitoring this process
• Attended the grand opening of FAMSA, a new furniture retail outlet
store in the Downtown Plaza, which is an example of a large
business from Mexico opening in the City
• Reported that Santa Ana Unified School District and the Rancho
Santiago Community College District continue to work with the City
of Tustin on trying to acquire land for school facilities. He noted
that the City Council has passed a resolution supporting these
efforts
Councilmember Franklin
• Complimented the new joint committee of the City and the Santa
Ana Unified School District on efforts to work together on issues of
school development in Santa Ana
• Announced that a group of firefighters from the City installed a
plaque on the clock tower at the Spurgeon Building
• Asked staff to meet with state representatives for support in
obtaining a state grant for Santiago Park
• Noted that in some instances the old bus benches are not being
removed as the new benches are installed; he asked staff to look
into this situation
• Announced that the California Division of Tourism has designated
Main Place as an exclusive California Welcome Center
