Amend the contract with Television Equipment Associates to increase the
aggregate limit by $20,000 for the purchase of bone microphone and speaker
headsets for an annual amount not to exceed $30,000.
DISCUSSION
On September 19, 2005, the City Council accepted an $8.4 million Urban
Area Security Initiative grant from the federal Department of Homeland
Security, through the State of California, Office of Homeland Security.
This initiative was designed to enhance the domestic preparedness of urban
areas by ensuring that all emergency first responders have adequate
equipment and systems to prevent, respond to and recover from acts of
terrorism. The grant provides total reimbursement to local agencies for
equipment purchases approved and authorized by the Office of Disaster
Preparedness.
The Santa Ana Police Department's Special Weapons and Tactics (SWAT) Team
would be front-line responders in any terrorist-related incident within the
Santa Ana urban area. When donning a protective suit during such an event,
the SWAT Team's current communications capability is significantly hindered
by the interference of the suit. Use of the bone microphone and speaker
headsets will enhance interoperable communications capability, and
subsequently the SWAT Team's safety as it will not hinder or affect the
integrity of the protective suit. As a result, staff recommends Council
approval of the action.
The notice inviting bids was advertised on April 11 and 13, 2007 and bids
were solicited. A summary of the bids received is as follows:

One bid was received and opened on April 27, 2007. The bid received from
Television Equipment Associates is responsive to the specification and
meets the City's requirements.
FISCAL IMPACT
Funds are available in the Office of Emergency Services (OES) Urban Areas
Security Initiative (UASI) 2005 Police Grant Operating Materials & Supplies
account (account no. 125-333-6391).
