ORDINANCE - FIRST READING
50.A. AMENDING CHAPTER 14 OF THE SANTA ANA MUNICIPAL CODE
REGULATING THE SALE AND USE OF FIREWORKS
Kim McPeck addressed Council and noted that the problem with fireworks
during the July 4th holiday period was illegally bought and sold fireworks
not the safe and sane fireworks available from the permitted booths.
Council discussion ensued. Members agreed that the Public Safety
Committee should continue discussions relative to the Centennial Park
professional display and the percentage of resident involvement in
permitted groups. Councilmember Alvarez requested a continuance for
two weeks but withdrew her motion so that the ordinance on the agenda,
which is time sensitive because it impacts the issuance of permits, could
go forward. The remaining issues including the days of sale and
discharge were returned to the Public Safety Committee.
Motion: Place ordinance on first reading and authorize publication of title.

amending Section 14-57 and 14-63 of the Santa Ana Municipal Code

Frank Yeager spoke of the amount of traffic in his neighborhood and the
need for greater enforcement of stop signs; he also noted that a line was
needed down the middle of the street

90.B. CITY COUNCIL COMMENTS
Councilmember Alvarez
• Asked the Deputy City Manager for Development Services to give an
update on the location of the Court of Appeals in Santa Ana. Ms.
Nelson replied that there was to be a meeting with the state
representatives on April 2, 2002, and that current plans called for the
State taking title to the City's property in the Fall of 2002. The
Councilmember asked residents to contact their elected officials in
support of this project
• Noted that there was an event scheduled on April 22, 2002 at the
Plaza of the Flags from 11 a.m. to 2 p.m. for victims of crimes and their
families
• Noted that April 20, 2002 is Earth Day and residents are encouraged to
sponsor functions to clean City parks
• Announced that "Despierta America" was taping a show in Santa Ana
in celebration of its 5th anniversary
• Invited all residents to attend the Mariachi Festival, planned as a
celebration of Mother's Day in Santa Ana on May 11, 2002
• Asked the Council to adjourn the meeting in memory of Julio Sergio
O'Cadiz Moctezuma, who was the artist who did the mural around City
Hall
Councilmember Christy
• Noted that she visited Washington, D. C with representatives from the
National League of Cities, and that the cities presented six priorities:
protecting homeland, sustaining federal support for critical municipal
programs, protecting local revenues and tax authorities, ensuring racial
justice and equality, investing in children, and balancing international
trade agreements with local authorities
• Noted that currently Santa Ana College has the only working
planetarium in Southern California, and will receive federal funding in
April, 2002
Mayor Pro Tern McGuigan
• Congratulated Max Madrid for his designation in Washington D.C. as
Daily Point of Life # 2122 and commended him for his activities in the
Santa Ana community
• Asked the Council to adjourn in memory of Florence Nalle, mother of

COMMENTS
Councilmember Bist
• Noted that there was a ceremony on Friday, March 29, 2002 to turn on
Sasscer Fountain located at the corner of Santa Ana Boulevard and
Ross. She noted that the fountain was named after Nelson Sasscer, a
Santa Ana Police Officer killed in the line of duty
• Announced that the Floral Home Park Tour was to be held April 27-28,
2002
Councilmember Solorio
• Noted that the Council approved Underground Utility District 36 which
will be a large enhancement to Main Street
• Announced that the grand opening of Delhi Center on March 23, 2002
was a tremendous success
• Also announced that the Delhi Center will be holding its Gala Dinner
fundraiser on May 4, 2002
• Announced that La Opinion Newspaper is celebrating its 75th
anniversary, and that there will be a photo exhibit at Martinez
Bookstore and Galleries
• Congratulated Councilmember Alvarez for her efforts in bringing the
Festival del Mariachi to Santa Ana
• Noted that April 1, 2002 is a State holiday commemorating Cesar
Chavez and his legacy. He also noted that a new sign honoring Cesar
Chavez has been unveiled at Cesar Chavez Campesino Park
Councilmember Franklin
• Noted that Orange County Home magazine featured Floral Park in its
April, 2002 edition, and highlighted many of the great features of our
City. The article also featured pictures of the wild parrots that inhabit
Floral Park. He noted that the most common parrot species observed
in Floral Park are red -crowned and lilac -crowned Amazons; he
encouraged residents to obtain more information on the wild parrots by
visiting www.parrotproiect.org
• Thanked Mayor Pro Tern McGuigan for requesting that the Council
adjourn its meeting of March 18, 2002 in memory of his mother who
passed on to be with the Lord on March 6, 2002. He thanked all of the
neighbors and friends and city staff for the cards and flowers and
meals over the past few weeks. He noted that his mother was a nurse
for the County of Orange and was a big believer in the public school
system. There were many reasons in the 1960's and 1970's for his
parents to take all five of their kids out of Santa Ana and move
somewhere else, but like many Santa Ana residents, they chose to
stay and work to improve the future of the City. Councilmember
Franklin stated that his mom never had a negative word to say about
the City of Santa Ana. In her work as a county nurse, she was either
giving children vaccinations or travel shots on College Avenue, at the
quonset huts at Delhi Park, or at the Presbyterian Church on Wilshire

Street. Joan Franklin will be greatly missed by her family and many
friends in the City. Councilmember Franklin requested that tonight's
�) meeting also be closed in memory of his mother, and requested that
the following obituary notice from the Orange County Register be
included in the minutes of the meeting:

Survivors: Husband, Don; daughter, Deborah; sons, Brett, Scott, Kurt,
Matthew; stepbrother, Robert Stoufer; seven grandchildren
Memorial service: 11 a.m. March 22, First Presbyterian Church, Santa Ana.
Arrangements by Brown Colonial Mortuary, Santa Ana.
Obituary: She was a nurse, a nurturer and a compassionate listener who saw the
worth in everyone.

Unlike her husband, Don, who charged around from one point of interest to
another, or her daughter, Deborah, who had to read each historical marker, Joan
Franklin, while visiting Ireland not long ago, just sat in a park, watching and chatting with
people.
At the end of the day, she knew as much as - if not more than - her husband and
daughter combined about the town they were visiting.
Historical buildings had their place, to be sure, but for Joan, it was the people
who counted most - and from whom she learned the kinds of things she wanted to
know.
Joan cared deeply about the human condition - how people lived, what they
thought, what brought them joy or fear. She had a gentle way of drawing them out,
getting them to share their thoughts and ideas, and a persistent way of defending the
rights of the underdog,
Power and prestige didn't impress Joan much. It was humanity that touched her
and the knowledge that there is extraordinary worth in every human being.
She was a nurse, a nurturer, a compassionate listener and a subtle adviser who
could dispense advice as painlessly as she could administer a flu shot. And she was
known for her painless shots.
Joan was 69 when she died of cancer March 6.
She was born Joan Rolleen Elliott in tiny Blue Mound, Kan. She was 11 when her
mother died and her father moved the family to Parsons, Kan., where she graduated
high school in 1951.
She obtained a nursing degree at the University of Kansas Medical Center,
where she later worked as a nurse, and in 1956 married Don Franklin with whom she
�) had been friends since seventh grade.

Don was in the Marines at the time, in flight school in Florida. Later, after stints in
Corpus Christi, Texas, and in Japan, he was stationed at El Toro. They bought a new
tract home on 15th Street in Santa Ana and eventually moved to Floral Park. Don be-
came a successful real estate agent.
While their five children were young, Joan was a stay-at-home mom, instilling in
them the values she held dear: honesty, integrity, compassion and kindness.
Joan encouraged her children to stand tall, fight for what they believed in and
stand up for the little guy. She wanted them to take risks.
"Just go do it!" she would encourage a child waffling about a new life adventure.
She never raised her voice. Quite the contrary. The quieter she was, the more trouble
you were in. Joan could go silent for days at a time when she was truly angry - which
wasn't often.
Joan was slow to anger, but not afraid of confrontation, which usually was on
someone else's behalf.
She was generally genial, warm and ready with a hug. She had a knack for
drawing people -even total strangers - out of their reticence to talk.
Her children's friends came to the house just to confide in Joan long after the
children had moved out.
She was especially comfortable with people one on one. Cocktail parties and
large social gatherings were not where she felt -at home.
But there were always people in the house - her many friends, who came by to
chat, the children's friends, a neighbor who came for a cup of sugar and then stayed for
dinner. There was always room for guests at Joan's table.
Family vacations found the family in Yosemite Valley. Joan loved the wilderness
and could sit for hours watching birds and listening to the wind whisper through the
pines. Her children describe her as a news and politics junkie. She arose almost with
the sun to read three newspapers before work and was horrified to learn that months
after moving out, one son still hadn't subscribed to a paper.
When her youngest son entered high school, Joan returned to nursing, working
at the Orange County Health Department in child health and travel immunizations.
She loved being a nurse.
Working for her community was vital to Joan, who was active in the Assistance
League, PEO and Ebell Club.
And she never missed an election.
The day before she died medicated and in pain, she was filling out her absentee
ballot and making sure someone would deliver it to her polling place.
