ORDINANCE NO. NS-2499 - An ordinance of the City of Santa Ana
revising the Prima Facie speed limits for streets in the City as set forth in

Public Hearing continued from the April 1 and 15, 2002 Council meetings.
Consider changing the zone from C1 Community Commercial to C2
General Commercial at the northwest corner of Tustin and Seventeenth
Streets to facilitate the construction of two drive -through restaurants, a
new gas station and mini -mart with operation between 12 midnight and
5:00 a.m., a Type 20 ABC Liquor License (off -premise beer and wine),
and an enclosed car wash.

March 22, 2002.
Motion: approved by the Planning Commission on March 11, 2002 by a 7-
0 vote.

Councilmember Alvarez:
• Reminded residents that the Festival del Mariachi in honor of
Mothers is scheduled for Saturday, May 5, 2002 from 5:00 p.m. to
9:00 p.m. at the Santa Ana Stadium, and encouraged all residents
to attend this special event
■ Announced that there would be a celebrity softball game held at the
women's softball field at California State University, Fullerton on
May 11th at 12:00 p.m. and the proceeds would benefit the 2002
Police and Fire Games to be held June 16-22,2002
Councilmember Christy:
■ Asked Jon Ribble, Executive Director, Parks, Recreation and
Community Services Agency to give an update on the safety of
Santa Ana Parks in view of recent alarming incidents (nails, razor
blades, etc) at parks in surrounding cities. Mr. Ribble informed the
Council and public that precautionary measures have been taken to
insure that the sand lots in all city parks are raked each morning
and rechecked in the afternoon. Any suspicious objects found will
be reported to the police department immediately.

COMMENTS
■ Asked the Council to adjourn in memory of Santa Ana Police
Captain Dan McCoy and appealed to the community to donate
funds for the A4 Skyhawk Project, which was started due to the
vision of Captain McCoy as a memorial tribute to the marines at El
Toro Marine Base
Mayor Pro Tern McGuigan:
■ Congratulated Patti Nunn, Economic Development Manager on her
nomination for a Woman of Excellence award by the Orange
County Business Council; she further congratulated Maria Noel,
Vice President, Fairhaven Memorial Park and Mortuary for her
nomination for this award
• Noted that the Police and Fire Games in June will be held at 40
locations and will feature sixty sporting events
■ Asked the Council to adjourn in memory of Herman Robert Fink, a
long time Santa Ana resident who died at the age of 105
Councilmember Bist:
■ Congratulated Floral Park on another successful home and garden
tour on April 27-28, 2002
• Thanked the Police Department for its quick response to recent
calls for assistance with traffic problems in her neighborhood, and,
asked staff to provide information as to how residents in a
designated permit parking district would request permit parking
■ Announced that Memphis Restaurant, located in the Artists Village,
is now open
■ Asked the Council to adjourn in memory of Beverly Narkiewicz, a
longtime resident who was active in the Historical Society and the
Wilshire Square Neighborhood
Councilmember Solorio:
• Noted that the Gala at the new Delhi Center on May 4t' was very
successful and due to fundraising efforts, the center has met its
match for a grant through the Weingart Foundation which will soon
release $300,000 to the Delhi Center
• Announced that on April 30, 2002 there was a groundbreaking
ceremony for the live/work lofts in the Artists Village and asked
Deputy City Manager Cindy Nelson to give an update on this
project. Ms. Nelson stated that plans called for eighty-six units,
with models expected to be under construction by June. She also
noted that there were currently 300 names on the interest list for
these units.

COMMENTS
• Asked Jon Ribble, Executive Director of Parks, Recreation and
�) Community Services to give an update on the hiring of park rangers.
Mr. Ribble reported that the agency had experienced problems in
recruitment for this position, however both a supervisory park ranger
position and a park ranger position are being filled by retired police
officers who are able to work 18 hours per week under their pension
provisions; two officers will be sharing the supervisory position and two
officers will be sharing the park ranger position
Councilmember Franklin:
• Congratulated the Mayor, Council and staff on the live/work project,
and thanked Planning Commissioner Don Cribb for his vision in
making this project a reality
• Announced that May 12-18, 2002 was National Historic Preservation
Week, and as part of the celebration, the Santa Ana Historical
Preservation Society is holding a special open house on Wednesday,
May 15, 2002 at the Dr. Howe -Waffle House and Medical Museum at
120 Civic Center Drive from 11:00 a.m. to 6:30 p.m.
• Noted that Bobbie Rooker, a longtime employee of the Santa Ana
Unified School District was retiring on June 18`", and asked that the
Council also recognize her for her service at Hoover School with an
Exceptional Citizen Award at the June 3, 2002 Council meeting
• Asked Police Chief Paul Walters to review the statistics on jaywalking
I in Santa Ana, and the enforcement measures being taken; he
emphasized the importance of educating residents on pedestrian
safety
• Thanked Orange County Supervisor Chuck Smith for his support of
the Family Resource Center at Kennedy School
Mayor Miguel Pulido:
• Noted that the three individuals in whose names the Council will
adjourn its meeting all loved the City of Santa Ana and gave so much
of their time and talents; he noted that they will all be sorely missed
