AUTOMATED ENFORCEMENT SYSTEM Item continued from the June 17, 2002 Council meeting by a 5-0 vote (Pulido and Alvarez absent) As required by California Vehicle Code (CVC) Sections 21455.5 and 21455.6 the City Council will conduct a public hearing on the proposed use of an automated enforcement system. Legal Notice published in the O. C. Reporter on June 7, 2002 and in the Orange County Register on June 8, 2002 Presentation of Automated Enforcement System by Lieutenant Tony Levatino Presentation of written communication by Clerk of the Council: Letter from University of California, Irvine, Pediatric Injury Prevention Research Group supporting the efforts of the City of Santa Ana to enforce compliance with traffic signals. The following people spoke in support of implementing the automated enforcement system: David Brandt, Orange County Sheriff Deputy Tim Jansen, Culver City Police Sergeant Paul Walford, Ron Baker, Connie Potter, and Ronda Rajotte CITY COUNCIL MINUTES 255 JULY 1, 2002 PUBLIC HEARING Following the public hearing Council discussion ensued. Lieutenant Levatino explained the vendor evaluation process to the members. He also noted that the payment schedules and rates would be part of the negotiations with the selected vendor. Members also emphasized the need for multi-lingual education relative to this matter. Motion: Adopt resolution. COUNCIL RECONVENED AT 9:05 P.M. WITH THE SAME COUNCILMEMBERS PRESENT 90.A. PUBLIC COMMENTS James Kendrick thanked the Council for the affirmative vote on the automated enforcement system and invited the members and residents to the annual Wilshire Square Neighborhood "Summer in the Square" summer concert featuring the group "The Antix". The event is scheduled for Saturday, July 27, 2002; setup begins at 6:00 p.m., and the music begins at 7:00 p.m. 90.13. CITY COUNCIL COMMENTS Councilmember Franklin: • Reminded residents to consider adopting pets from the Santa Ana Animal Shelter; he also cautioned owners to keep their pets safe and Ii sheltered during festivities on the 4th of July. CITY COUNCIL MINUTES 256 JULY 1, 2002 COMMENTS ■ Thanked all the neighborhood heroes recognized at the Council meeting and reminded residents to recognize and thank the heroes of their respective neighborhoods • Welcomed Ron Wildermuth, Public Information Officer, Orange County Water District to the Friends of the Santa Ana Zoo Board of Directors; he noted that prior to coming to the Water District Mr. Wildermuth served as public relations advisor to General H. Norman Schwarzkopf during the Gulf War. He further asked staff to send a letter of welcome to Mr. Wildermuth ■ Noted that the 4th of July affords an opportunity to be thankful for all the men and women in the armed services Councilmember Solorio: ■ Thanked the Police and Fire Departments for the very successful Police and Fire Games held the week of June 16-22, 2002 ■ Asked residents to use only safe and sane fireworks this 4th of July holiday • Invited residents to come to Lillie King Park on the 4w of July between the hours of 1-6 p.m. for family fun ■ Announced that the State of the City address would be hosted by the Chamber of Commerce at the Doubletree Hotel in Santa Ana on July 24, 2002 Councilmember Bist ■ Gave residents the phone number to call for questions about the Wilshire Square Concert to be held July 27, 2002 ■ Noted that many people did not know that the City has its own animal shelter at Grand and 17th and advised residents looking for their lost pets to call this shelter before calling the County Shelter; she also noted that the animal shelter was seeking volunteers ■ Wished everyone a safe July 4th celebration Councilmember Christy: ■ Congratulated the Police and Fire Chiefs on the success of the games hosted by Santa Ana and noted that many charities will receive funds from this event • Congratulated the Boys and Girls Club for the successful "Ride the Coast' event and noted that over 500 people attended this event ■ Asked Rip Ribble, Executive Director, Parks and Recreation to give an update on the fireworks show to be held in Centennial Park on July 4`h ■ Noted that this was the first 4th of July following the terrorists attacks of 9/11 CITY COUNCIL MINUTES 257 JULY 1, 2002 COMMENTS Mayor Pro Tern McGuigan: ■ Congratulated Councilwoman Christy on her recognition by the Orange County Black Chamber of Commerce as "Humanitarian of the Year' • Congratulated the winners of the "most beautiful yards" contest • Announced that several members of the Police and Fire Departments won medals at the Police and Fire Games including the Fire Department's soccer team, Police Captain Bruce Carlson in the bench press competition, and Fire Chief Marc Martin in the swimming competition ■ Reminded residents to only use safe and sane fireworks in the neighborhoods on the 4ch of July • Invited residents to see the Drum and Bugle Corps at the Santa Ana Stadium on July 14, 2002 from 5:00 p.m. to 9:30 p.m. ADJOURNMENT - 9:30 pm. - To July 15, 2002 at 5:30 p.m. in the Police Chiefs Conference Room, 60 Civic Center Plaza, 4`h Floor, Santa Ana, California Patricia E.
