Direct the City Attorney to prepare and authorize the City Manager and
the Clerk of the Council to execute an agreement with PBS&J to provide
engineering services for the widening of the on-ramps at SR-55 at
MacArthur Blvd. in the amount not to exceed $346,000 including a 15g
contingency.
DISCUSSION
The Environmental Impact Report for the MacArthur South project
identified widening of the on-ramps to the SR-55/MacArthur Blvd.
interchange as part of the mitigation measures for the proposed
development. The widening includes adding one lane to the on-ramps at the
north and south bound lanes (Exhibit 1). In addition ramp meters will be
installed as part of the proposed improvements.
In February 2007, the Public Works Agency issued Request for Proposals
(RFP) to several consulting firms to obtain services for the proposed
improvements. Four proposals were received in response to the RFP and
evaluated by the Project Team consisting of City and Caltrans staff.
Each firm was rated according to its qualifications, past experience and
capacity to perform the required work. Based on the proposals submitted,
the ratings for the firms are as follows:
